Please can I have the following information through the Freedom of Information Act?

Secure and homeless accommodation

1. How many non homeless Council houses are there?
2. What is the weekly rent for 1, 2, 3 and 4 bedroom non homeless houses?
3. What account does the rent for non homeless council houses go into?
4. How many staff work in non homeless Council houses department?
5. How is that rent set and what consultation takes place ?
6. How many properties are there for homeless people?
7. What is the weekly rent for a homeless property?
8. What account does homeless rent go to?
9. How many staff work in homeless services, and nothing but for the homeless?
10. How is homeless rent set and what consultation is there?
11. What is the job title of the person who has overall responsibility for homeless council houses and non homeless council houses, the different budgets in these department , the numbers of people who work in each department?
12. What can non homeless council houses rent be used for?
13. What can homeless rent be used for?
14. What surpluses or defecits were in each budget at the end of last financial year?

1. How many non homeless Council houses are there?  4,800 - This is the
year end figure (4934) minus dwellings used as temp accom.

2. What is the weekly rent for 1, 2, 3 and 4 bedroom non homeless houses?

Housing Revenue Account (HRA)

4. How many staff work in non homeless Council houses department? 243

5. How is that rent set and what consultation takes place ? Elaine sent a
letter to each tenant and resident and sought their views - Ref

6. How many properties are there for homeless people? 134 - This is the
agreed year end temporary accommodation figure, including all HRA and GF
Council owned dwellings used for temp accom.

7. What is the weekly rent for a homeless property? £383

8. What account does homeless rent go to? The councils General Fund

9. How many staff work in homeless services, and nothing but for the
homeless? 6

10. How is homeless rent set and what consultation is there? The Homeless
rent is set to recover the full economic cost of delivering the
service.The cost for delivering the service is first identified, this will
include repairs, staffing, the rent we pay for using the property etc.
This is divided by the total number of nights accommodation available i.e.
number of accommodation units x 365. An allowance is made for voids and
bad debt, this is based upon historic data. This formula produces a figure
which represents the nightly rent chargeable for the service to break
even. All charges applied to the Council's General Fund are consulted upon
during the Council's annual budget engagement exercise.

11. What is the job title of the person who has overall responsibility for
homeless council houses and non homeless council houses, the different
budgets in these department , the numbers of people who work in each
department?

Head of Housing and Community Safety Services.  

2018-19 Budget HRA Surplus £5,168,000. 2018/19 Budget Housing, Property &
Revenues £6,024,430.  

Staff - Housing Business Management 7, Planned Works and Compliance 43,
Repairs 48, Tenancy Services 106, Revenues and Strategy 44, Housing and
Community Safety 1.

12. What can non homeless council houses rent be used for? The provision
of tenants services see -

13. What can homeless rent be used for? Homeless rents are used to recover
the cost associated with the reasonable provision of temporary
accommodation. The rent level is set to recover these costs and no more.

14. What surpluses or defecits were in each budget at the end of last
financial year?  2017-18 Actual HRA Surplus £6,259,000. 2017/18 Actual
Housing, Property & Revenues underspend £177,540.
