Sea Gules Feeding

The request was partially successful.

Dear Torbay Borough Council,

I was out walking about Brixham Harbour and noticed signs the Council has put up about feeding Seagules and wondered if this was a serious notice or a joke for April fools?

If not a joke can you please tel me what right anyone within the Council has to erect and maybe try to tel me or my children off for feeding our much loved pets? In a public area which I my self would be able to prove my family has always feed the Brixham Seagules for at least the last 100 years.

How much money was spent on the said signs? And how many are there?

Which department paid for the signs? Who decided on this idea of not feeding Seagules signs?

Has the Council tried to stop anyone local or on holiday feeding the seabirds? Tried to fine anyone feeding seabirds?

Yours faithfully,

Wayne howard

Dear Mr Howard

Further to your request received on 7 July 2014, I confirm that Torbay
Council has now considered your request under the Freedom of Information
Act 2000 and can supply the information as follows.

I was out walking about Brixham Harbour and noticed signs the Council has
put up about feeding Seagules and wondered if this was a serious notice or
a joke for April fools?

If not a joke can you please tel me what right anyone within the Council
has to erect and maybe try to tel me or my children off for feeding our
much loved pets? In a public area which I my self would be able to prove
my family has always feed the Brixham Seagules for at least the last 100
years.

How much money was spent on the said signs? And how many are there?

This information is not held

Which department paid for the signs? Who decided on this idea of not
feeding Seagules signs?

The signs were supplied and installed many years ago by our Environmental
Health department.  The signs do read “Please do not feed” and therefore
is a request rather than an instruction/order although, the Harbour
Authority do wholeheartedly support these signs.

There are been a number of reported seagull attacks in the local press and
whilst the signs were being checked as a result of you contacting us, a
gull flew into a ladies face and took her food.  These birds have
unfortunately become a nuisance of our own making and in an attempt to
halt and alter their unnatural behaviour, Torbay Council do respectfully
request our residents and visitors do not feed them.

Has the Council tried to stop anyone local or on holiday feeding the
seabirds? Tried to fine anyone feeding seabirds?

There have been no attempts to prosecute individuals who feed gulls and no
fines have been issued.  As explained above, the signs are a request not
an order.

Dear Torbay Borough Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Torbay Borough Council's handling of my FOI request 'Sea Gules Feeding'.

I asked how much the signs cost and how many are there in Brixham and am sure the Council has this information?

I have also read the council stating copy right rights and as a Commoner I do not stand by that statement nor do I have any contract with you so I hereby withdraw any permission you may think as a corporation named Torbay Council over me, I will as a commoner share all and any information which is my right to do so with my fellow human beings.
Please note that the land known as England is a Common Law Jurisdiction and I am breaking No Common Laws asking for public information to share with who ever I see fit.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/s...

Yours faithfully,

Wayne howard
