Scottish Government Financial Arrangements for Ferguson Marine Engineering Ltd

Dear Scottish Ministers,

In 2017 and 2018 Scottish Ministers provided commercial loans to Ferguson Marine Engineering Ltd, currently contracted to the Scottish Government through CMAL for the delivery of two dual-fuel vessels for the Clyde and Hebrides Ferry Service. As of 13th December the two financial arrangements total £45m.

To ask Scottish Ministers.

1/Will the Scottish Government confirm that no further financial arrangements have been provided for Ferguson Marine Engineering Ltd since the announcement of £30m facility on 27th June.

2/Will the Scottish Government confirm that no further financial arrangements of this nature are planned for Ferguson Marine Engineering from 12th December 2018 to any point in the future during the period until the two vessels 801/802 are scheduled to be delivered to their customer Caledonian Maritime Assets Ltd.

3/In his budget speech to the Scottish Parliament on 12th December 2018 Cabinet Secretary Derek Mackay MSP in response to a question from Edward Mountain MSP said: 'We are investing in the ferry network. We have clearly set out a position on the current procurement issue at Fergusons. We continue to invest in our ferry network, including direct investment around the road equivalent tariff. We have also set out a vessel replacement and investment strategy. I am sure that the transport secretary will be keen to set out more about that in due course.'

To ask Scottish Ministers to clarify what Mr Mackay refers to in the sentence : 'We have clearly set out a position on the current procurement issue at Fergusons' and what this may mean for potential future funding arrangements?
