of applications which are re-assessed without
the applicant having to make a fresh request.

The guidance booklet mentions that decisions are
final and there will be no appeals but we have
information which confirms this is not happening
in Scotland, applications are being appealed and
reconsidered by the board/committee which is
not fair.
