Your request is being considered and you will receive a response within

authority. You will be informed if your request is transferred.

 

If we are unable to provide you with the information requested we will
notify you of this together with the reason(s) why and details of how you
may appeal (if appropriate).

information where we believe that the request is not significantly clear

Dear Mr Borg,

Thanks for your response. I would now like this matter treated as an internal review.

The reason I submit some of these questions via FoI is because the council's press office refuses to provide me with answers directly. They usually then treat my enquiries as an FoI, deliberately delaying the process of providing me with a response.

Therefore, I fail to see why they should have the power to veto and delay enquiries submitted directly as FoIs.

It delays me in my work further, and causes embarrassment to you.

If my FoIs are to be given "special" treatment as a member of the press, then perhaps the press office should do its job and provide answers to legitmate press enquiries, instead of playing silly games and passing the buck to you.

Do please pass this note to Ms Negrini as another example of her dysfunctional council.

Dear Mr Borg,

On Feb 15 - 12 days ago and when the council had already failed to fulfill its legal responsibility to reply to this request within a set period - you informed me that the response was being held up by the council’s propaganda department.

Today, it is because you are seeking “accurate data”, something I might have hoped you will have done from the beginning of this quest.

This is not a difficult request for information. The council surely holds on file school roll numbers?

Why has the FoI been delayed for so long?

Thank you for that.

I am well aware of how to open a file and to download it.

However, if the attachments which you send are corrupted - which happens with great regularity - then they cannot be accessed.

It seems at times as if this is being done deliberately.

On the matter of the delay in providing the information requested, can you offer any explanation as to why you failed to meet with the requirements of the law on this occasion?

Dear Mr Downes,

In regards to the delay, the department initially sent us a link to information in the public domain which after investigation did not seem to cover specifically what your FOI was requesting and thus we passed it back to the service to reissue. Due to staff absences and further queries in regards to links which did not provide a full answer we had to keep chasing the department, resulting in delays for which we apologise.

In regards to the embedded attachments, can you please clarify what you mean by 'corrupted'? They seem fine on our end so if this is something that happens during the disclosure process we would like to investigate the issue. It would be helpful if you can provide a screenshot of what error or issue you experience when trying to open the embedded spreadsheets in the Word doc.

I assure you that 'corrupting' the data (or deliberately preventing access etc) is not in our interests as of course this just results in further work and comebacks for our department, hence why we would like to resolve this issue.

Hello Mr Borg,

Yep, the "Digital Council of the Year" is unable to send out files as part of FoI responses.

I shall send a screen grab to you by direct email. In this latest instance, I asked a colleague to see if they could access the pdf files, and they got the same error message.

This has been an on-going problem, with a variety of file formats. There needs to be a more reliable way of transferring documents and information.
