Your request has been considered and is refused.  In accordance with the
Freedom of Information Act 2000 (the Act), this letter acts as a Refusal

Exemption
 
Section 21(1) of the Act provides an exemption for release of information
that is reasonably accessible to you even if it is accessible only on
payment of a fee.
 
Information is to be taken to be reasonably accessible if it is
information which the County Council or any other person is obliged by or
under any statute to communicate to members of the public on request
whether free of charge or on payment.

The information you have requested is in the public domain, within the 13
January 2020 Cabinet papers, which can be accessed via the following
