I acknowledge receipt of your email received by this office on 8 May 2019 in which you requested information regarding past exam papers and mark schemes from the School of Dentistry.

I am writing in response to your Freedom of Information request dated 8 May 2019 in which you requested information regarding past exam papers and mark schemes from the School of Dentistry.

For ease of reference, I have reproduced your questions below and set out our corresponding responses.

I am writing to request past exam papers and mark schemes for School of Dentistry year 3 intermediate BDS exams.

This includes past exam papers for the following: Paediatric and Orthodontics paper, Restorative paper, Oral Surgery Paper, and Human Diseases paper.

1. In relation to the marking schemes

2. In relation to your request for previous examination questions

This information is held by the University however after due consideration it is considered that the information is exempt from disclosure by virtue of Section 43 of the Freedom of Information Act entitled Commercial Interests.
Section 43 Commercial Interest states:

(2) Information is exempt information if its disclosure under this Act would, or is likely to prejudice the commercial interests of any person (including the public authority holding it

The information withheld consists of the Intermediate BDS examination papers for Oral Diseases, Paediatrics and Orthodontics, Restorative and Human Diseases.

The University recognises that it may be in the public interest to aid public understanding that academic and professional standards are maintained and how students are assessed within a clinical programme such as dentistry. However it is not in the interest to release information that risks undermining the assessment and examination system and compromises professional standards.

These papers have involved the construction of a bank of questions that have taken considerable expertise, time and care to develop. The bank has followed a quality assurance cycle of peer review, standard setting and External scrutiny by our External Examiner. The intention of the bank will be that some questions are re-used where appropriate within School and also may be used in the future on a national level with other UK Dental Schools.

If the questions were to be released into public domain it would be likely to prejudice our ability to ensure that our students are ready to progress in terms of knowledge , skills and professional attitudes within this clinical programme and ultimately our ability to be confident of maintaining patient safety at this early clinical stage.

We are beholden to our professional body the General Dental Council to be confident that we have patient safety at the heart of our processes and that our programme develops students to the level of a safe beginner at graduation ready for dental foundation training.

Releasing the questions therefore limit our ability to assess our students and indeed be confident that they are meeting the standards required to progress to the next level of the programme.

Finally the release of the questions would result in greatly increased costs in terms of both time and resources and place a significant additional and unnecessary burden on the examining system.

We therefore consider that the public interest favours non-disclosure into the public domain for the information requested.
