School GCSE results on 2014 basis

Dear Department for Education,

From 2014 the basis for measuring GCSEs will change,e specially with regard to GCSE equivalents.

Can you provide whatever analysis has been done on the effect this will have on the GCSE benchmark figure (5 A-Cs including English and Maths)?

If possible, please provide it on a school-by-school level. I believe this was produced for the 2011 results. Please could you indicate where I could find this, and ideally similar datasets for 2012 and 2013 results.

Dear Mr Stewart,
Thank you for your email of 25 January, asking for analysis carried out on the effect of
changes being made from 2014 on the 5+ A*-C grade GCSEs (or equivalent) including English &
maths measure.  I apologise for my delay in responding.

Following the government’s announcement that it would implement these changes to performance
tables, an impact assessment was published.  Based on early assumptions, this gave an
assessment of the likely impact of changes if they had been applied to 2011 data. I have
attached that document.

As the government did not want to hold schools to account on the basis of these changed
measures until 2014, we did not publish school level results based on them.  However, via the
secure RAISEonline system, we provided each state funded school with a ‘prognostic report’
showing how their 5+ A*-C including English & maths measure would look based on 2012 and 2013
data (but based on 2014 rules).  We did not make this school-level report available to Ofsted
inspectors or to other schools.

I have provided additional spreadsheets containing the school level data for both 2012 and
2013.  Please note that this was provided to schools early so was based on provisional rather
than final, published, performance tables data.
