Dear Glasgow City Council,

During the school session 2005/2006, St. Margaret Mary's Secondary School, Glasgow was closed as a precaution following a serious gas leak in the building. The headteacher (Mr Patrick Scanlan) communicated with parents through letters sent home via the school pupils at the time, explaining the nature of the issue that had closed the school on days that it should have been open as usual.

Can you please provide copies of the letters sent home to parents explaining the problem that caused the school to remain closed?

Can you please provide the dates of school closures due to a problem with the gas supply system?

Can you please provide copies of written communications, minutes of meetings and recommendations in respect of the matter of the gas supply and gas leaks at St. Margaret Mary's Secondary School that are held at Wheatley House and/or the City Chambers involving school staff, the staff of Amey and Council officials?

Thank you for your undernoted correspondence and would advise that I have had to change the FOI number 4200550 to 004212469, therefore any further correspondence with regards to the undernoted FOI will now be knows as record 004212469.

"Thank you for your reply. Allow me to be a little more specific.

As for the issue with the gas supply: the school was receiving
additional gas inspections from qualified gas engineers supplied
by
Amey due to concerns about gas leaks and the janitors were issued
with hand-held monitors to scan the school for gas prior to staff
and pupils entering the building each morning following a very
serious incident which caused the school to remain closed for the
day.

Let us deal with Amey first:

Can you confirm that St. Margaret Mary's Secondary School, Glasgow
was closed for a day due to a very serious and dangerous gas leak
discovered prior to the school opening that morning?

Can you confirm that Network Gas sent two engineers to assist Amey
staff in rectifying the problem and to ensure the integrity of the
gas system and the safety of the building?

Can you confirm that Strathclyde Fire Service attended the
incident?

Can you confirm that a meeting took place in the school later that
same day involving the senior staff of the school, senior staff of
Amey and senior council officials to discuss this problem?

Can you confirm that the school, since opening in 2002, had a
history of gas leaks?

Can you confirm that the janitors in the school were supplied with
hand-held gas detectors to monitor gas levels throughout the
school?

Can you confirm that a suspicion that the gas leaks, following
various investigative measures, were believed to be deliberate and
the work of an individual employee at the school?

Can you confirm that a hidden camera was placed in a Home
Economics
classroom early in 2006 as a means to catch the suspected culprit?

Can you confirm that Ronnie O'Connor, then Director of Education,
and the Regional Director of Amey agreed with a concerned Amey
employee that a hidden camera should be used to prevent a
potential
tragedy happening?

Can you confirm that the camera was supplied, fitted and then
removed by Scotshield, the company responsible for the CCTV
coverage in Glasgow Schools?

Can you confirm that the Scotshield engineer who put the camera in
place was NOT the individual at the time reported to have been
"suspended" in the Glasgow press?

Can you confirm the the Scotshield engineer was not suspended
because he was instructed by his own employers to install the
camera, following a request to do so by Amey?

I shall be making enquiries of Community Police officers at
Aikenhead Road Police Station to confirm dates of certain events
and shall return to the issue of widespread drug use in the school
unless, of course, you feel the information requested is now
sufficient to be dealt with as a FOI Request."

Further to your response to my request for information and the correspondence you provided, it would seem that the content of two e-mails has been redacted.

I am well aware that the identity of people sending and receiving e-mails has to be redacted but am unaware of any reason why material that you have deemed suitable for release in response to FOI requests should be redacted or edited in any way.

Can you supply me with the content of the e-mails in relation to event 122793 dated 30th January 2006 and timed 9.49am and 10.50am please?

Dear CED_FOI,

I would like to clarify a point in respect of my request: I have not requested that the identity of individuals be revealed (even given the fact that you do identify Ron Culley) but have requested the CONTENT of the two e-mails in question. By all means redact the identity of the individuals sending and receiving the e-mails, but not the content. I expect to receive the redacted CONTENT of the two identified e-mails.

Further, at no point have I suggested that any pupils (please re=read your response) sent or received any e-mails - I do not understand the inclusion of this in your response.

Finally - Maureen McKenna supplied, in the response that you refer to, an incorrect and dishonest appraisal of the situation which can clearly be seen in the fact that the papers she claimed did not exist I now have received.

Look at this please, and act accordingly.

Please find attached the unredacted information referred to in your e-mail. This information was redacted by Education Services as it did not relate to your request. The content relates to another school.

The inclusion of the word 'pupils' in the letter was made in error. This should have read 'people'.

The Council have responded to your request for review. If you are not satisfied with the Council's response to your request in terms of the Freedom of Information (Scotland) Act 2002 then you have the right to make an application within 6 months of receipt the review letter letter for a decision by the Scottish Information Commissioner, Kinburn Castle, Doubledykes Road, St Andrews KY16 9DS.
