Thank you for your request under the Freedom of Information Act for information about the Primary School Admissions Consultation 2018/19.

I am pleased to advise that we are now able to provide some of the requested information.

You asked:

1) Total number of respondents
2) Breakdown of method of response (email, online, postal etc)
3) Number of respondents recorded for question one broken down into Yes and No
4) All comments made with names redacted if necessary

We can now release the number of respondents and the method of response as follows;

• 831 online responses
• 10 email responses
• 1 petition handed in (about 4,590 signatures) with a request that this be included in consultation responses

I'm afraid that we are unable to answer questions 3 and 4. This is because the information is intended for future publication and so under the Freedom of Information Act, we are applying an exemption under Section 22.

When deciding whether or not to apply a Section 22 exemption, we are required to do a "Public Interest Test" to consider whether or it would be in the public interest to release this information ahead of its future release.

We have taken into account that there is a lot of interest in the schools admissions process and consultation, particularly given the recent changes to the policy, and that there are advantages to publishing information to aid transparency. However we have to consider that this information relates to a matter on which the council is yet to decide, and so consideration must be given to whether releasing partial raw data, without the supporting analysis and reports could prejudice or influence proper consideration of the whole and therefore prejudice voting by members.

We therefore consider that it is not in the public interest to release this information ahead of its publication in February 2017 when the outcome of the consultation will be released as part of the background material that will go to the CYP meeting on 20th February for determination of the 2018-19 admission arrangement.

I am sorry I cannot be of further help in this matter at this time. However, I hope that you find the information provided to be useful to you.
