Dear Ms Head,

Thank you for your Freedom of Information request.

On closer reading, I need to ask you to provide clarification on the following points in your request (you will note that in your original request email below I have numbered your questions for ease of reference and I refer to the numbers here):

Questions 3 and 4: What do you mean by "non-specific Centre for Journalism travel"?

Question 6: What exactly are you looking for when you request "Pass rates" for a module? For what period of time do you require this data, e.g. last academic year?

Question 6: Do you have a list of specific modules you are interested in? Do you want information on the modules which Mr Pendry teaches? Or for modules that he convenes? (To be convenor of a module means an academic has overall responsibility for a module, but does not necessarily teach on it.)

Finally, you have requested that we "include copies of material which you hold in the form of paper and electronic records including emails." We do not understand the relevance of this comment because we would be providing the data you have requested in the format of a table or a spreadsheet.

Until we receive clarification on the aforementioned points we will be unable to proceed with your request. Once your clarification is received the 20 working days will recommence.

Kind regards,
Laura

Dear Foi,

In regards to questions 3 and 4, I mean travel undertaken for other reasons than Centre for Journalism related business. So, if they've done talks or speeches elsewhere, listing themselves as being from the University of Kent but not being sent there by the University or on University business if they have claimed money for it.

With question 6, I am looking at the MA Practical Multimedia Journalism module, Reporting Conflict and Convergent Journalism. I would like the results dating back three academic years or for how long he has been teaching these modules for.

Thank you,

Yours sincerely,

Pamela Head

Dear Ms Head,

Thank you for your Freedom of Information request, which you provided clarification for on 6th December. We apologise for the slight delay in responding to your request, which was due to the Christmas break.

For questions 1 to 4 the Finance department has estimated that to provide this data would exceed the appropriate limit of 18 hours, in accordance with the FOI Act Section 12. This is because:

a) Claims for the last 3 years are held in a central store in claim date order with all other University departments' claims and would therefore take a considerable time to locate the requested travel claims.
b) After locating the correct claim forms, each would need to be reviewed and assessed whether any travel expenses were claimed for "non-specific Centre for Journalism travel".
c) The number of travel trips made are not recorded, although it may be possible to deduce them by the individual entries on the expenses claim form this would require manual calculation and even then may not be an accurate figure of travel trips made by the Centre if, for example, travel has been paid for by other methods besides expenses claim forms.

5) How much do Tim Luckhurst, Sarah Lonsdale, Ian Reeves, Richard
Pendry, Leslie Phippen, Joy Johnson, Rob Bailey, Anastasia
Bakowski, Gerardo Calia, the Centre for Journalism employees earn?

Individual employee salaries constitute personal data and is therefore exempt under Section 40 of the FOI Act.

6) What are Richard Pendry of the Centre for Journalism's pass rates
for his modules?

The Practical Multimedia Journalism module (JN806) has results only in 2010/11 and 2011/12.

In 2010/11 the pass rate was 100% with the average final mark being 58%.

In 2011/12 the pass rate was 89% with the average final mark being 59%.

Dear University of Kent,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of University of Kent's handling of my FOI request 'Salaries and expenses for Centre for Journalism employees'.

I asked for the pass rates and marks of all Richard Pendry's classes, including the Reporting Conflict MA module and was only given one.

I was also informed that I would be able to get the salary figures as an FOI request overrides data protection in the pursuit of openness and honesty. If this is incorrect, please let me know.

Thank you,

Pamela Head.

A full history of my FOI request and all correspondence is available on the Internet at this address:

banding is generally published when a post is advertised, therefore this
information is already in the public domain. Salary bandings are also
published on the Human Resources website:

It was a misunderstanding of your request that you were not provided with
all of Mr Pendry's module results. The statistics are not yet ready as the
office that provides these are currently at their busiest time of the
academic year. We apologise for the delay and any inconvenience caused by
this. As soon as they have supplied the pass marks to me I will forward
them to you. There is no reason why we would withhold these from you under
the Freedom of Information Act.

If you remain dissatisfied with the handling of your request, you have a
right to appeal to the Information Commissioner at: The Information
Commissioner's Office, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9
