Dear Norwich City Council,
Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Norwich City Council's handling of my FOI request 'Safety Advisory Group Meeting Minutes - Norwich City Football Club'.
The reason provided by Norwich City Council as to why they will not provide the Safety Advisory Group meeting minutes as originally requested is not a clause within FOIA2000. Also Norwich City Council have fallen foul of part 17 of FOIA2000 where it states:
A public authority which, in relation to any request for information, is to any extent relying on a claim that any provision of Part II relating to the duty to confirm or deny is relevant to the request or on a claim that information is exempt information must, within the time for complying with section 1(1), give the applicant a notice which—
(a)states that fact,
(b)specifies the exemption in question, and
(c)states (if that would not otherwise be apparent) why the exemption applies.
Therefore Norwich City Council have not complied with the legal obligations of FOIA in its response to the FOI request raised and the response provided to date has no legal standing.

Dear Mr Turner
Please find below our response to your request for an internal review of
the way the Council handled your Freedom of Information request for copies
of the minutes from the Safety Advisory Group from 2016 and 2017 which
reference or relate to Norwich City Football Club.
In your request for a review, you have stated that the Council has not
provided a valid clause (reason) for refusing your request. Furthermore
you have stated that the Council failed to provide a notice in the correct
format and has therefore failed to comply with its legal obligations, and
the response provided to date has no legal standing.
Your original request has been reviewed with the response that the Council
provided, and it has been decided that the Council's response was indeed
incorrect, as it did not reference the correct notice detailing the reason
for refusing your request.
However, on checking the Council's records, I can confirm that the Council
does not participate in meetings of the Safety Advisory Group for Norwich
City Football club, and so does not hold any minutes of meetings held in
2016 or 2017 that relate to Norwich City Football Club.
