Roundabout sponsorship/advertising recognition contract

Dear Kent County Council,
Under the Freedom of Information Act, please provide the following information about the Kent County Council roundabout sponsorship/advertising recognition contract: For the 12 month periods March 31 to April 1 for the years 2016, 2017, 2018 a) how many roundabouts are on the list of roundabouts with advertising boards – split into district/borough/(parish if available) council b) what was the total amount paid by the companies that advertised on the roundabouts – split into district/borough/(parish if available) council c) from the figures provided in b, how much was spent on grass cutting and landscaping work eg pruning, mulching, planting out, weeding d) does the provider you use to find companies who want to advertise on the roundabouts provide a turnkey service ie also carry out the grass cutting and landscaping etc e) if not, do you use one contractor or several f) when do the grass cutting and landscaping etc contract/s come up for renewal g) will they be advertised for tender . I am writing to request an internal review of Kent County Council's handling of my FOI request 'Roundabout sponsorship/advertising recognition contract'.

The response was due in December and I have written twice to ask the reason for the delay but have not even had an acknowledgement. In my opinion this is disrespectful and against the spirit of the freedom of information act. I notice that you have responded to later requests so I do not understand why my request has been ignored.

I am sorry that you have had cause to complain with regard to the delay in
responding to your request for information.  Identifying the source of the
information you are looking for has taken us considerably longer than
anticipated and I would like to offer our sincere apologies for the delay,
we do appreciate we have not complied with timescales on this occasion and
therefore I uphold your complaint.
 
I can confirm receipt of your earlier emails and am sorry these were not
acknowledged at the time.  Unfortunately we are handling high numbers of
requests for information while managing unforeseen resource limitations
within the team currently.
 
Because of the delay identifying the team responsible for the advertising
project, we have not as yet received their reply.  Please be assured we
have chased them and hope to have their response shortly.
 
If you still remain dissatisfied following this internal review, you can
appeal to the Information Commissioner, who oversees compliance with the
Freedom of Information Act 2000. Details of what you need to do, should
you wish to pursue this course of action, are available from the
