Dear Lancashire Constabulary,

I am collating statistics from all 43 police forces in England and Wales regarding the surge in
‘Romance Fraud’, that is, fraud committed by targeting and preying on vulnerable women. Please the below BBC article for reference. On many occasions fraud is committed under the Fraud Act 2006 where the perpetrator obtains a gain and the victim a loss.

Additionally, perpetrators create and utilise fake accounts on certain dating sites and begin intimate relationships with their targets where no notifiable crime is committed under NCRS.

Using your search filters, could you please provide the following information under the FOIA?

Number of notifiable crimes under heading, including any reports of rape subject to a crime report for:

2014 - 15 / 2015 - 16 / 2016 - 17 / 2017 - 18 / 2018 - 2019

Number of non crime incidents, including rape for:

2014 - 15 / 2015 - 16 / 2016 - 17 / 2017 - 18 / 2018 - 2019

I write to you with regards to your Freedom of Information request which
we received on 21/07/2019, reference 3128/19.

 

Upon reading your request, are you please able to provide some clarity on
the information you require?

 

In relation to Q1, may you please confirm if you are interested in all
crimes and provide an explanation as to what you mean by ‘under heading’?
Alternatively, are you please able to provide a list of crimes which you
are interested in?

 

Further to Q2, may you please clarify what you mean by ‘non-crime
incidents’? Please be advised that an incident is a record of contact made
to a police force by an individual/member of public (usually via a 999 or
101 call) and a crime is where the threshold has been met for the police
force to deem that a criminal offence has occurred as defined by law. As
such, do you require those incidents (in relation to romance fraud) that
have never met the threshold to be deemed as a crime?

 

Please note that if we do not receive any clarification from you be
advised that your request will be closed with no further action after 60
working days.

Reports of fraud or theft where this relates to contact initially made via a dating site or similar. Fraud as defined by the Fraud Act and Theft as defined by the Theft Act. Rape, as defined by the Sexual Offences Act.

Reports made to the police that did not result in a notifiable crime being recorded under NCRS.
