Dear Buckinghamshire County Council,

I am writing to request the following information in relation to Moor Common, Frieth, - specifically the section of road between the junction of Frieth Road and eastbound to Church Road.

- Dates of all safety inspections undertaken on the carriageway between 1st Jan 2017 and 30th Oct 2019.

- Details of all carriageway defects identified during safety inspections between aforementioned dates.

- Details of how carriageway safety inspections are undertaken, including whether walked or driven, the speed of the inspection vehicle and the number of persons in the vehicle.

- The intended frequency of carriageway safety inspections.

- Details of all complaints and/or enquiries relating to the carriageway, received between aforementioned dates.

- The hierarchy classification.

- The road/section number.

- The defect intervention criteria adopted in relation to the identification of all categories of carriageway potholes

-Detail what warning was given to road users

- The time period(s) adopted between identification and repair (temporary and permanent) of all categories of carriageway defects.

- Whether or not the authority has formally adopted all or part of the standards contained within the national code of practice for highways maintenance management.

The Road Section Number
Moor Common, Lane End is a Classified road and numbered C99.  There is no
road section number.

Details of how carriageway safety inspections are undertaken including
whether walked or driven, the speed of the inspection vehicle and the
number of persons in the vehicle
Safety inspections of the carriageway are undertaken from a slow moving
vehicle with two persons present in the vehicle due to the classification
of the road. Where the inspector determines that, in their reasonable
opinion, the inspection cannot be undertaken and defects effectively
observed from the vehicle, the inspection will be carried out on foot.

The intended frequency of carriageway safety inspections

Inspection frequencies are based on road hierarchy and have been carried
out four times per year.

 

The Hierarchy Classification

This road is deemed to be maintenance category 4a which is a Local Link
Road.

 

The Defect Intervention criteria adopted in relation to the identification
of all categories of highway potholes

 

The time period for a make safe or repair to be carried out after
identification of the defect, is dependent on its determined risk factor. 
As from April 2017 Category 1 defects are repaired within 2 working days;
Category 2H defects are repaired within 5 working days from the time the
defect is assessed in accordance with the Highway Safety Inspection
Policy.

 

If a make safe repair is effected then permanent repairs will be
undertaken within 28 days of the initial make safe repair. Other, less
severe defects or larger structural problems will be programmed for
appropriate repair over a longer time period, or as part of a routine
maintenance programme.

 

The Council's current inspection policy was reviewed and set in accordance
with the 2016 UK Roads Liaison Group Well Managed Highway Infrastructure:
A Code of Practice.

 

Whether or not the Authority has formally adopted all or part of the
standards contained within the National Code of Practice for Highways
Maintenance Management

 

The County Council has considered and adopted those elements of the Code
Of Practice, Well-Managed Highway Infrastructure, that relates to Highway
Safety Inspections.

Dear Freedom of Information Mailbox,

Thanks for your response. Bucks County Council repaired a pothole on 10 Dec 18 along this stretch of road, yet your records you released does not show it. I would like to see the full inspection report, the work order request, and the date and time it was repaired. Include any pictures taken.

The pothole was reported to the County Council and on 6 Dec 18 a works order was generated for a 2 working day fix.

Please explain why this information was not in your original response.

On receipt of your follow up request, further investigation has noted that
your incident took place on a section of road known as Moorend Common
which is why the information was not shown in the records previously
provided.
