Dear Buckinghamshire County Council,

Request for information under the Freedom of Information Act 2000
Drayton Road between Drayton Parslow and Newton Leys

I am writing to request information under the Freedom of Information Act relating to unclassified road you are responsible for maintaining.

Specifically, my query relates to Drayton Road situated between Drayton Parslow and Newton Leys.

Please can you send me:
1) A copy of your current road maintenance policy relating to that road. Please send me the full policy, but this should include details of the intended frequency of road safety inspections, how these inspections should be conducted and the maximum time between identification of a defect and repairs being carried out.
2) A copy of the road repair history for that road over the past year. Again, please send me the full road repair history, but this should include:
- dates of all safety inspections between 01 October 2017 and 01 March 2018
- details of how safety inspections were undertaken (walked or driven, speed of inspection vehicle etc)
- details of all carriageway defects identified, with description, date and time
- details of how the authority handled these defects, what repairs were undertaken and the time between the identification of each defect and a repair being carried out.

Your request for information regarding Drayton Road, Newton Longville has
now been considered and the information you have requested is as follows

The Road Section Number

 

Drayton Road, Newton Longville a ‘C’ road and numbered C9.  There is no
road section number.

 

Details of how carriageway safety inspection are undertaken including
whether walked or driven, the speed of the inspection vehicle and the
number of persons in the vehicle

 

Safety inspections of the carriageway are undertaken from a slow moving
vehicle with two persons present in the vehicle due to the classification
of the road. Where the inspector determines that, in their reasonable
opinion, the inspection cannot be undertaken and defects effectively
observed from the vehicle, the inspection will be carried out on foot.

 

The intended frequency of carriageway safety inspections

 

Inspection frequencies are based on road hierarchy, and are carried out
quarterly, four times a year.

 

The Hierarchy Classification

 

This road is deemed to be maintenance category 4A which is a Link Road.

 

The Defect Intervention Criteria adopted in relation to the identification
of all categories of highway potholes

 

The Council's current inspection policy is set in accordance with the 2016
UK Roads Liaison Group Well Managed Highway Infrastructure: A Code of
Practice.

 

The time period for a make safe or repair to be carried out after
identification of the defect, is dependent on its determined risk factor. 
Category 1 defects are repaired within 2 working days; Category 2H defects
are repaired within 5 working days from the time the defect is assessed in
accordance with the Highway Safety Inspection Policy.

 

If a make safe repair is effected, then permanent repairs will be
undertaken within 28 days of the initial make safe repair. Other, less
severe defects or larger structural problems will be programmed for
appropriate repair over a longer time period, or as part of a routine
maintenance programme.

 

 

Whether or not the Authority has formally adopted all or part of the
standards contained within the National Code of Practice for Highways
Maintenance Management

 

The County Council has considered and adopted those elements of the Code
of Practice, Well-Managed Highway Infrastructure that relates to Highway
