The Road Section Number

 

Chinnor Road, Bledlow is a classified road and numbered B4009. There is no
road section number.

 

Details of how carriageway safety inspection are undertaken including
whether walked or driven, the speed of the inspection vehicle and the
number of persons in the vehicle

 

Prior to 01 April 2017, safety inspections of the carriageway were
undertaken from a moving vehicle travelling at a maximum speed of 20mph
with two persons present in the vehicle due to the classification of the
road.

 

Following a review of our procedures, from 01 April 2017 safety
inspections of the carriageway are undertaken from a slow moving vehicle
with two persons present in the vehicle due to the classification of the
road. Where the inspector determines that, in their reasonable opinion,
the inspection cannot be undertaken and defects effectively observed from
the vehicle, the inspection will be carried out on foot.

 

The intended frequency of carriageway safety inspections

 

Chinnor Road, Bledlow is a classified road, as such, inspections are
carried out 12 times per year.

 

The Hierarchy Classification

 

This road is deemed to be maintenance category 3b which is a moderately
trafficked, Secondary Distributor 'B' road.

 

The time period adopted in relation to the identification of all
categories of highway potholes

 

Prior to 01 April 2017, the time period for a make safe or repair to be
carried out after identification of a category 1 defect, would be by the
end of the next working day from the time the defect is assessed in
accordance with the Highways Maintenance Inspection Policy for a pothole
that meets the above criteria. If a make safe repair is effected then
permanent repairs must be undertaken within 28 days of the initial make
safe repair. Other, less severe defects or larger structural problems will
be programmed for appropriate repair over a longer time period, generally
up to 28 days, or as part of a routine maintenance programme and would
depend on the severity of the defect.

 

The Council's inspection policy at this time was originally reviewed and
set in accordance with the 2005 Roads Liaison Group Code of Practice for
Highway Maintenance Management; “Well Maintained Highways” (updated
September 2013).

 

As from April 2017 Category 1 defects are repaired within 2 working days;
Category 2H defects are repaired within 5 working days from the time the
defect is assessed in accordance with the Highway Safety Inspection
Policy.

 

If a make safe repair is effected then permanent repairs will be
undertaken within 28 days of the initial make safe repair. Other, less
severe defects or larger structural problems will be programmed for
appropriate repair over a longer time period, or as part of a routine
maintenance programme.

 

The Council's current inspection policy was reviewed and set in accordance
with the 2016 UK Roads Liaison Group Well Managed Highway Infrastructure:
A Code of Practice.

 

Whether or not the Authority has formally adopted all or part of the
standards contained within the National Code of Practice for Highways
Maintenance Management

 

Buckinghamshire County Council as the Highway Authority has done
everything, so far as reasonably practicable, in all circumstances, to
deal with the situation and comply with our maintenance and inspection
procedure.  The Council has diverted substantial sums of money to engage
additional resources to repair this unexpected and unprecedented amount of
damage and our teams continue to work diligently throughout the county to
find and repair these problems.
