Further to your request for information relating to Wye road
improvements, because the information you have requested falls under the
scope of the Freedom of Information Act (FoIA) your request has been
forwarded to me so that I can co-ordinate the response on behalf of
the Council. This is to comply with procedures that the County Council has
for dealing with all FoIA requests.

You asked the Council to provide you with responses to the following
requests for information:

* If in the past two years and up to the present day, Kent Highway
Services has had any discussions, internally or with any external
body, about possible future road improvements in the parish of Wye
with Hinxhill.
* If any possible future road improvements have been discussed or
considered, please explain what these are, and provide a copy of all
relevant documents, including any communication such as letter or
emails.

Although the response has been sent from me, I have liaised with KCC
Highways and Transportation (formerly known as Kent Highway Services) who
have provided the attached documents with internal and external parties
relating to separate enquiries over potential traffic improvements in the
Parish of Wye with Hinxhill during the past two years, along with an
overview of each document below.

Harville Road, Wye: A petition was received from Wye with Hinxhill Parish
Council on 24 September 2009 requesting an extension of the 40mph speed
limit along Harville Road. This request was turned down, as it did not
meet the required intervention criteria to warrant further investigation.

Wye parking and traffic issues: A letter was received from Kent Police on
9 September 2010 relating to various traffic and parking issues in Wye.
The enquiry was resolved with the Police.

Wye parking restrictions: A letter was received from Wye with Hinxhill
Parish Council on 14 February 2011 detailing proposals for new parking
restrictions at various locations within the parish. This enquiry was
forwarded to Ashford Borough Council, for their further consideration. We
would therefore respectfully recommend that you contact Ashford Borough
Council directly with regards to this aspect of your request via the

Wye Road, Wye: An enquiry was received on 28 January 2010 requesting a
review of the weight restrictions through the village. The enquiry was
resolved with the customer via a phone call.

Wye Village Gateways: This is a package of documents relating to a
proposal to better manage the approach speed of vehicles entering Wye
Village from its five entry points. The scheme cost amounts to
£29,500, and is being funded from Kent County Council's Member Highway
Fund, having been promoted by Andrew Wickham (the County Councillor for
Ashford Rural East). The scheme is programmed for implementation later
this year.

Please note that statutory maintenance hasn't been included as this
wouldn't have been subject to consultation and would have been carried out
as part of our routine maintenance programme.

You will note that some of the paperwork has been edited, this is to
remove information which if disclosed would amount to a breach of the Data
Protection Act 1998 (relating to unlawful processing of personal data) and
accordingly falls outside of the scope of this Authority's disclosure
obligations by virtue of section 40 of the Freedom of Information Act or
to the extent that your request falls within the Environmental Information
Regulations 2004 by virtue of Regulation 12(3) and Regulation 13 of those
Regulations.

There has also been some editing to remove information which does not
relate to the subject matter of your request.
