Dear Monmouthshire County Council,

I made an FOI request to MCC on 22nd November 2021 and received a full response from MCC on 26th January 2022.
However, yesterday 7/7/22 MCC withdrew the original response from 26/1/22. They then provided a new reply with 100% new evidence. I would therefore like to submit a request for related information in light of this retraction & new information.

This is not a vexatious request but having to revisit incorrect replies from 8 months ago.

Please provide the full cost of this provision, including labour, transport, erecting, dismantling , advertisement - Full costs incurred please.

5/ Please confirm that the TPCA road closure issued by Monmouthshire County Council for 2018 and or 2019 was NOT from within MCC. If the TPCA was issued by MCC for themselves who authorised that request at MCC.

The response to your request is as
follows:                                                                                

1/Please provide the  following documentation :

i/ event applications Attached. The 2018 application was resubmitted for
2019.  * Personal information redacted in accordance with Section 40 of
the FOI Act

ii/ risk assessments Find attached the risk assessment that was used for
both 2018/2019. You will notice that it says 2016 on the assessment. This
was the same for all following years, they just used the same one. The RA
relates to the erection/installation of the traffic management for the
event, not the event itself.

iii/ name or organisation applying to MCC in relation to these event, this
relates to the meeting held on Boxing Day 2018 & 2019 in Abergavenny.
Monmouthshire Hunt

 

2/ Monmouthshire County Council have confirmed they supplied the barriers,
traffic management and associated delivery, erection and dismantling for
this event, Please provide the full cost of this provision, including
labour, transport, erecting, dismantling , advertisement - Full costs
incurred please.

i/   2018 Boxing Day Abergavenny MCC only processed the temporary traffic
order to facilitate the event, we did not provide physical Traffic
Management or Operatives to erect/remove traffic management. We processed
the legal traffic order to allow the physical traffic management to be
installed on the highway, so essentially we did have some involvement,
albeit only in the capacity of providing the legal traffic order. The
physical traffic management was arranged and paid for by the event
organiser. Traffic's involvement was from a purely admin perspective. As
per previous response on request 13779370, Gwent Police supplied and
installed barriers.

ii/ 2019 Boxing Day Abergavenny as per the above response

 

3/ Confirm if any costs incurred by Monmouthshire County Council or its
contractors were passed for payment to the Monmouthshire Hunt who staged
an event on Boxing day. Both for 2018 & 2019. There were no direct costs
to the authority, the physical traffic management was organised/paid for
by the event organiser.

 

4/ Please confirm who ( individual, company, public organisation) 
requested the road closure for the events held in Abergavenny on Boxing
Day 2018 & 2019. Monmouthshire Hunt

 

5/ Please confirm that the TPCA road closure issued by Monmouthshire
County Council  for 2018 and or 2019 was NOT from within MCC. If the TPCA

processed the temporary traffic order (TPCA) to facilitate the event.

However, you have not fully replied to :
Q1 / you still failed to supply THE EVENT APPLICATION DOCUMENT.
The document you have supplied is the ROAD CLOSURE ttro application document.

However part of the MCC event application document is a requirement for an event risk assessment. Could you confirm it was submitted and subject to Section 40 provide document information.

Q2/ Gwent Police have denied under an FOI return any involvement in supply or installation of ANY barriers. Under FOI they confirmed MCC installed them.

2. The barriers were installed by Monmouthshire County Council.

There appears to be some discrepancy and I would just like a final confirmation before I proceed.

CLARIFICATION OF PREVIOUS FOI QUESTION to MCC :
Could you confirm that MCC did NOT provide ANY barriers and that you are confirming Gwent Police installed the barriers?

Hi again P A, thanks for your patience with us.

Our service area has provided the below clarification/amendment but in summary, where we indicated Gwent Police installed the barriers, we should've confirmed a response of Information Not Held as it was not MCC to install the barriers however we hold no information on who did, and it was a presumption due to their presence that Gwent Police had. We believe they may be under the same presumption towards us in their own response.

Explanation from the service area, below:

In 2019, the hunt gathered as usual, however, quite a large number of hunt saboteurs also gathered. Gwent Police were in attendance as they had received prior intelligence that the SABs were going to be there.

We can confirm that MCC did not provide the crowd control barriers that were used on the day of the event. However, whilst we cannot absolutely 100% certain, we can only presume that the barriers were provided by persons unknown. MCC did not provide or erect the barriers that were used on the day.
