We're waiting for James Tidy to read a recent response and update the status.

Dear Canal & River Trust,

Are there any boaters without a home mooring (I.e. continuous cruisers) in possession of a "Rivers Only" CRT licence, on the River Avon between Hanham Lock and Bath?

If so, as this length of navigation is only 9 miles, are CRT (I.e. "the board") satisfied that this is bona fide navigation?

Dear Mr Tidy,

Thank you for contacting the Canal & River Trust with your request for information. The Trust has treated your request as a request for information under the Freedom of Information Act 2000.

I can provide the information for this moment of time, see below:

At this moment in time there are 122 sightings (not individual boats) without a home mooring sighted on that stretch, 13 of them have a River Only licence.

Unfortunately we cannot determine the type of license for the last 10 years without going into each boat and looking at each date and the licence at that time, we estimate it would take us over 18 staff hours (calculated at £25 per hour in accordance with ICO guidance) to determine whether the information is held, locate that information, retrieve and send it in an appropriate format. To put into perspective during the year 2020 Jan-Dec - there were just over 600 sightings without a home mooring sighted on that stretch. To collect this data we would need to go through the 600 sightings and then into each of the boats, find the date they were on this stretch and find the license at that point in time.

To answer your second question: as this length of navigation is only 9 miles, are CRT (I.e. "the board") satisfied that this is bona fide navigation?
I can confirm no we would not consider anyone cruising just that length of river bona fide . Any boat (River Only/Standard or Gold licence) that only cruised that short stretch of the Avon would most definitely be picked up in our standard enforcement process as a range of just 9 miles does not meet our expectations for continuous cruising unless there were mitigating circumstances for instance such as an Equality Adjustment, or being trapped for long periods of time due to flooding. Further boaters could also purchase a short term Canal & River licence to transit from one end of K&A to the other if they wish to get to for example the Thames.
