Dear Department for Transport,

Please can you provide the dates and minutes of any meetings held between RSP, it's lawyers BDP or any other representative of RSP including prospective investors, Sir Roger Gale MP, Craig Mackinlay MP and any minister within the Department of Transport or any other employee or consultant working for the department between 10 April 2018 and current date 24 June 2020. Please also include any meetings scheduled for dates after 24 June 2020 but not yet held. Please also provide all and any records of communication between the above parties during the same period.

The purpose of my request is to establish, given the current situation with Robert Jenrick MP, Minister for Housing and the questioning of his approval of a housing development, whether there is an inappropriate relationship between RSP , its lawyers and advisors, Sir Roger Gale or Craig Mackinlay and any minister(s) involved in or responsible for making the decision. As an example I am aware that Grant Shapps MP visited with RSP at Manston Airport during the last election and expressed strong support for the project. Likewise Sir Roger Gale MP and Craig Mackinlay MP have both provided significant support and access to various government officials engaged in making the DCO decision. Please provide all correspondence during the above period between these two MPs and the department in connection with the Manston DCO.

Your request is very broad and would cover different policy areas within
the Department for Transport. To attempt to approach every policy area to
establish whether any employee had any meetings with RSP or their
representatives would involve a significant cost and diversion of
resources from the Department's other work.

 

However, we want to be as open as possible in answering requests, and to
help people obtain the information they are looking for. Unfortunately, in
this case we will be unable to proceed with your request without further
clarification. The best way that we can help you is therefore to ask you
to consider narrowing down your request to focus more clearly on a
particular business area or individual. You could, for example explain a
bit more about the kind of information you are looking for – i.e. is there
a specific Department for Transport policy area that interests you.

Dear FOI-ADVICE-TEAM-DFT,

Thank you for your response. The Manston DCO is with respect to an airport and therefore I am happy to include any board member that is responsible for aviation plus the aviation wing of the department. For the avoidance of doubt you should include Grant Shapps and Kelly Tolhurst specifically plus those responsible for Aviation within the department.

Dear Department for Transport,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Department for Transport's handling of my FOI request 'Riveroak Strategic Partners Limited ("RSP") - Manston Airport DCO'.

I do not believe there has been no dialogue between ministers or their staff and RiverOak, Sir Roger Gale MP and Craig Mackinlay. Andrew Stephenson MP for Pendle made the decision to overrule the inspectors who refused the DCO so please include him specifically in my request for this review as he should have been included in my original request.
