Dear Canal & River Trust,

The Trust is currently consulting about implementing "Safety Zones" along the River Lea.

How many safety incidents- I.e. near misses, collisions with moored vessels, capsized rowers being unable to access an unobstructed area of riverbank- have been reported to the Trust each year for the past 10 years? Details of each type of incident would be useful and interesting, I.e. 2014, 3 navigational near misses, 4 collisions, etc.

Dear Mr Tidy,

Thank you for contacting the Canal & River Trust with your request for information. The Trust has treated your request as a request for information under the Freedom of Information Act 2000.

Following on from my notfication of extension please find attached the reported collisons and safety incidents reported to the Trust on the River Lea from Lea RC Incident reporting system, British Rowing Incident reporting system and Broxbourne RC Incident Reporting System.

There has been 7 directly reported rowing safety incidents to the Canal & River Trust on the River Lea from 2017 - 2019, Four of which were near misses, one incident with a sunk boat, one collison with boater sculling and one incident were a boat caused the capsizing of the rowing boat.We don't hold any information of incidents as far back as 2014.

If you are dissatisfied with the handling of your request, you have the right to ask for an internal review. CRT have since reported different numbers in the Press: see: https://www.hackneygazette.co.uk/news/fl..., where its reported "The Canal and River trust says the zones are needed to ensure the waterway is safe following its own reports of 240 incidents on the river from 2014-2019."

It is also worth noting James Tidy's request -

- At the date of the request (10/4/2021), CRT stated that they only had seven recorded incidents over the ten year period (with four being near misses).

At would appear that James Tidy's request prompted CRT to retrospectively approach two rowing clubs for evidence to support a policy decision already made.
