Risk assessment for public health and fire safety of wheelie bins

Dear Caerphilly County Borough Council,

Please provide a copy of the fire risk assessment carried out for the change to wheelie bins. I have been informed that wheelie bins were adopted in 2009. I expect a fire risk assessment to have been carried out in 2008 or 2009 during planning of the new system. I expect that there would be subsequent risk assessments and monitoring in regards to fire risk and wheelie bins. Please provide all planning and subsequent fire risk assessments associated with public use of wheelie bins.

Please provide risk assessment documents for wheelie bins with reference to public health. I expect a comparison between black bags and wheelie bins to have been carried out. I anticipate that such information will include probability for a number of wheelie bins that are left in the public highway all year without closed lids.

Please provide a copy of the assessment showing the likelihood that wheelie bins will be left out on the public highway.

Please provide analysis of subsequent monitoring to assess the risk to the public caused by obstruction to the public highway due to wheelie bins being left out.
