Have Arriva, Harlow depot (or Arriva nationally) sent you a risk assessment for their new fleet of Mercedes Sprinter minibusses (fleet numbers 1010 and 1015 in the Harlow depot). This request is in relation to the safety of passenger access, ventilation in the passenger area, driver type training, passenger capacity and driver access to the passenger area

We have dealt with your request in line with the provisions of the Freedom of Information Act 2000.

Section 16 of the Freedom of Information Act 2000 requires any public authority to whom a request is made, to offer advice and assistance to the applicant. Therefore, to satisfy this requirement the Traffic Commissioners offer the following advice and assistance.

There are eight Traffic Commissioners within Great Britain and they are appointed to geographic regions defined as East of England, London and South East of England, North East of England, North West of England, West of England, West Midlands, Wales and Scotland.

The traffic commissioners are responsible for regulating the holders of goods vehicle operator licences and public service vehicle operator licences. This includes considering applications for new licences and using their powers to consider regulatory action against existing licences where evidence of non-compliance is brought to their attention, most usually by the Driver and Vehicle Standards Agency (DVSA).
Although your email was sent to the Traffic Commissioners of Great Britain, your request seems to come under the remit of the Driver and Vehicle Standards Agency (DVSA) who support the Traffic Commissioners’ statutory functions involving the regulation of transport operators within Great Britain.
