Rising Fuel Prices, Fuel Poverty and Carbon Fee and Dividend (Climate Income)

We're waiting for Citizens Climate Lobby UK to read a recent response and update the status.

Citizens Climate Lobby UK

Dear Department for Business, Energy and Industrial Strategy,

Please can you explain what your Department is currently doing to address rising fuel prices as well as fuel poverty and what it is actively doing to incentivise individuals, rather than big businesses, to decarbonise?

As the Government have now recognised the enormous merits of Carbon Fee and Dividend (Carbon Income) will this fair, just and equitable system operating very effectively in British Columbia in Canada now be seriously discussed in Parliament and also at the COP 26 Conference and is it likely to eventually replace the UK Emissions Trading System?

Yours faithfully,

Richard Day

Dear BEIS Correspondence Team,

Re: Rising Fuel Prices, Fuel Poverty and Carbon Fee and Dividend (Climate Income) FOI#725617

The contents of Ann Hunt's letter dated 5th March 2021 have been duly noted.
However, her letter did not confirm that Carbon Fee and Dividend (Carbon Income) will be seriously discussed in Parliament prior to COP 26 or at the Conference itself in Glasgow in November 2021.
It is known that Danny Kruger is just one MP who is keen to make recommendations to Alok Sharma.
Please can you hold an early internal review and confirm that this highly important subject matter along with the equally sensible proposal of Border Carbon Adjustments will now be fully and urgently discussed by relevant Government Ministers, Senior Treasury Officials and their Special Advisers before the Summer recess.

Yours sincerely,
Richard Day

It is most encouraging to note that President Biden is seriously considering implementing a Carbon Fee and Dividend (Carbon Income) Policy in the United States and CCL UK members are clearly following this matter with great interest.

FOI Requests, Department for Business, Energy and Industrial Strategy

Dear Mr Day,

Thank you for your email dated 7 May.

Your email dated 9 February contained an enquiry rather than a request for recorded information held by the Department for Business, Energy and Industrial Strategy (BEIS). Where a 'request for information' contains an enquiry, rather than a specific request for copies of information held by BEIS, we deal with such requests as a 'normal course of business' enquiry rather than a formal request for information under the FOIA.

This is in accordance with guidance from the Information Commissioners Office which advises that 'Requests which are not for recorded information, but instead ask questions, such as "please explain your policy on x" or "please explain your decision to do y" are not requests for recorded information and therefore should be treated as routine correspondence.".

Therefore, as your email was not a request for recorded information held by the Department, we are unable to provide you with an Internal Review under the Freedom of Information Act. Your emails dated 7 May have been passed to the correspondence team who will respond to your enquiries in due course.

Yours Sincerely,

BEIS Information Rights & Records Unit
