Right-to-Buy sales Data Request

We're waiting for Leon Beaufils to read a recent response and update the status.

Dear South Kesteven District Council,

My name is Leon Beaufils and I am a third-year economics student at the University of Warwick.

As part of a year-long university research project in applied economics, I am studying the evolution of the Council's social housing stock. The project is supervised by Thiemo Fetzer, Professor of Economics at the University of Warwick.

I came across the available data on aggregate social housing stock and Right-to-Buy sales at the local authority level. However, more detailed information would be of great assistance in answering my research question. Therefore, I hereby submit a Freedom of Information request. I would like access to more detailed data, i.e. at a finer geographical level, on social housing stock and Right-to-Buy sales in the Council area for the period 1980-2021.

Ideally, the data would follow the following format:
Essential data:
Variable of interests: Properties sold under Right-to-Buy
Geographical unit: As granular as possible (eg. full postcode or full address)
Time unit: As granular as possible (eg. Date)
Period covered: As large as possible between 1980 and the present time.
Area Covered: As large as possible (eg. all properties managed by the Council at any point in time)
Optional data:
Additional information: discount applied, property valuation, actual sale price, number of bedrooms, or other characteristics.
File format: .xlsx (Excel) or .csv

Good morning,

Thank you for your recent request regarding Right to buy information

We are currently considering your request and initial review has
highlighted that Section 12 of the FOIA - Excessive Cost – would apply. In
order to determine this, an officer would have to manually inspect records
to determine whether it fell within the scope of your request and if so,
extract the relevant data. Given the number of records involved, we
believe it to be a reasonable estimate that to comply with your request
would exceed the appropriate cost limit of £450. This figure is set out in
Regulations and is equivalent to one person working more than 18 hours to
determine whether we hold the information, and to locate and extract the
information. This exemption under the Freedom of Information Act is in
recognition that a request that causes a drain on a Council’s time, energy
and finances to the extent that it negatively affects normal public
functions is to be avoided.

In order to deal with this matter, you may wish to refine your request to
be more specific or provide greater clarity about what information is
being sought. Could you please clarify whether information from 2016/2017
onwards would be sufficient or provide a more concise time period in which
you are interested?

In respect to the information we will be able to provide this would
include, Month/year sold, street name and postcode for the entirety of
South Kesteven District Council. All additional information would be
withheld under Section 40 (1) FOIA as it relates to personal data.

before this point.
