Dear Housing and Regeneration Directorate,

Please supply:

The total number of COUNCIL homes in the UK just before Right to Buy was introduced.

The subsequent total numbers of COUNCIL homes at five year (or near) intervals, till now.

The number of RTB (COUNCIL home) sales, and the number of council home new builds for the same periods.

Freedom of information request

Further to your request of 23 November  under the Freedom of Information
(Scotland) Act 2002 (FOISA) for  information on council home numbers,
sales and new builds since just before the introduction of right to buy, I
am pleased to advise that I have now obtained the information for you. 
Housing statistics for Scotland are publicly available on our website at –

There is a range of data there that may prove helpful for you if you
require any information in future.

Most of the information you requested is available at the above link, and,
under section 25(1) of FOISA, we are not required to provide information
in response to a request if it is already reasonably accessible to you. 
Nevertheless, I have identified the tables you need and tried to explain
them for you.  I have also obtained for you any relevant figures that are
not available at the link above.  I hope this will be sufficient to meet
your requirements.

First, I attach an excel document showing most of the statistics relevant
to your current enquiry.  The tabs at the bottom move you onto the figures
you require for the different parts of your enquiry.  You will note that
these give the figures for each individual year. In that way you can get
the answers you need and compare and contrast the figures every year, at
five year intervals as you mentioned in your request, or whatever other
period you wish to look at.

For ease of reference –

First tab (Right to buy (RTB) sales notes

This provides some explanation of the statistics.

Second tab (RTB Sales Calendar Year)

This shows right to buy sales from 1979 (you may need to scroll up) .  The
first column specifically shows council house sales but from 2003 column 3
is also relevant as this shows the sales from stock transfer housing
associations (RSLs).  As you may know, these sales relate to houses that
were previously council houses but were transferred to housing
associations, so you may wish to  include these.

Third tab (RTB Sales Financial Year)

This is the same as the previous tab except that it shows sales by
financial year rather than calendar year.

Fourth tab (LA stock)

This shows (in thousands) council housing stock from December 1979.

Fifth tab (LA new build)

This shows council house new builds started and completed by both calendar
and financial year from 1986 to 1996.  1986 is the earliest date for which
figures are available. Subsequent figures are shown in the following table
by calendar year –

In these tables, the figure for the whole of Scotland is at the top but
separate figures for each council are also shown if this is of interest to
you.
