Dear Hartlepool Council,

I would like the answer to a number of questions surrounding the fire that occured in My Cafe located within the Rift House Community Centre on or around the 17th / 18th of January 2019.

1) Does the building have fire protection installed ie. Manual or Automatic Smoke or/ and Fire Detectors.

2) In the event of an alarm sounding is there an evacuation procedure in place to ensure the safety of all those within the building.

3) Is there a manager of the building who takes overall responsibility in the event of an emergency.

4) At the time of the fire were the Smoke / Fire Detectors in a working condition.

5) Were the fire brigade called and if so, did they actually attend the incident.

6) Is the council responsible for the insurance of the building.

7) Does My Cafe have it's own insurance in the event of a fire / flood etc

8) Who owns the kitchen equipment and fittings within My Cafe

9) Has the council Health and Safety Department / Estates Department investigated the circumstances surrounding the fire, and if so what are the conclusion as to the cause.

10) Do all the electrical devices within the building hold current PAT (electrical safety) certificates, and who is responsible for that certification process.

Dear Mr Corbett,

 

Further to your request for information, I can advise as follows:-

 

1) Does the building have fire protection installed i.e. Manual or
Automatic Smoke or/ and Fire Detectors. Yes

 

2) In the event of an alarm sounding is there an evacuation procedure in
place to ensure the safety of all those within the building. Yes

 

3)  Is there a manager of the building who takes overall responsibility in
the event of an emergency. Yes

 

4) At the time of the fire were the Smoke / Fire Detectors in a working
condition. Yes

 

5) Were the fire brigade called and if so, did they actually attend the
incident. Yes the fire brigade were called and attended.

 

6) Is the council responsible for the insurance of the building The
Council is responsible for the insurance of the part of the building that
the Council occupy. The tenant is responsible for the insurance of the
part of the Building let to the tenant, as defined under the lease.

 

7) Does My Cafe have its own insurance in the event of a fire / flood etc
– As above

 

8) Who owns the kitchen equipment and fittings within My Café – The
kitchen fittings are owned by the Council as well as some equipment
(dishwasher/cooker). The tenant owns all other kitchen equipment.

 

9) Has the council Health and Safety Department / Estates Department
investigated the circumstances surrounding the fire, and if so what are
the conclusion as to the cause. Yes. Electrical Fire.

 

10) Do all the electrical devices within the building hold current PAT
(electrical safety) certificates, and who is responsible for that
certification process. Arrangements are in place to ensure all HBC owned
equipment in the building is regularly PAT tested and hold PAT
certificates. It is the requirement of the tenant to ensure PAT testing is
undertaken at regular intervals for any equipment owned by them.
