In your response to a Freedom of Information Request entitled 'Overground Gateline and Revenue Protection Staff Training, Manuals and Policies' which you assigned the reference number 0931-1617, you released a files called 'Training material related to RPIs.pptx' which formed part of File A1.zip.

This request is for all the training materials used on the course that is described in that presentation. For the avoidance of doubt, it includes, but is not limited to:
- presentations
- handbooks used on the course
- law books
- course handouts and reference materials
- exercises
- asessment materials

Dear FOI,

On 15 October 2016 I received a CD in an envelope postmarked as being sent on 13 October 2016. This CD contained four files, three of which were unreadable using Adobe Reader or Foxit Reader. Their file type was also undetectable using the utility 'TRID' which allows file types to be identified by their contents.

The files included in the CD were as follows:

This file was readable and usable in Libreoffice Writer.

Please can you re-send the files, this time checking that they are readable in Adobe Reader or another compliant PDF reader before writing them to the CD and sending them. I am sending a second copy of this email with my address in to the FOI at TFL dot gov dot uk as I did previously.

As alluded to in my previous message. neither Adobe Reader nor Foxit Reader will open them. The TRID utility does not detect them as PDF files. I sincerely doubt you will be able to open them using any PDF Reading Software.

I would therefore like you to re-send them, and check that the files written to the CD are readable using Adobe Reader or other compliant free PDF Viewer before sending them to me.

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Transport for London's handling of my FOI request 'Revenue Protection Inspector Training'.

I made the request on 14 September 2016 and the request should have been dealt with by 12 October 2016.

On the 11 October 2016 I received an email letting me know that TfL would require me to send my address so that they could send their response on a CD ROM as they could not email the files requested. I emailed my address to you that day.

I recieved an envelope containing a CD with four files on 15 October 2016. Three of these files were PDF files, but they would not open in Adobe Reader or Foxit Reader. I performed a scan of the files using the TRID utility to try and find out what type / version of PDF files they were, and the output clearly suggests that they are not PDF files. I sent an email to TfL on 15 October 2016 explaining as such. I sent a seperate email with my address as well.

On 17 October 2016 TfL responded stating that they could be opened using Adobe Reader, and that if I still could not open them to let TfL know and they would resend them. I replied that day stating that I could not read them and provided a link where the files that were provided on the CD could be downloaded and checked by TfL (https://1drv.ms/f/s!Amo0J7NgghWGgZk7I4ck...).

It is now 20 October, well past the date the request should have been responded to by. I have had no further correspondence from TfL and no further CD has appeared in the post.

In your internal review, I would like you to address these points:
- Because you did not let me know you would require my address until 11 October, you made it nigh on impossible for yourself to respond in time;
- When you did send out the response, you sent it out using second class post so the response would have been further delayed;
- The response you sent out clearly had not been checked to make sure that it was actually openable in a PDF reader;
- When I informed you that the files were unreadable with Adobe Reader, you responded saying that they were readable with Adobe Reader;
- You have further delayed sending out a new copy of the response that is actually readable using a PDF reader.
