Under the Freedom of Information Act, for the years 2006 to 2011 would you please fully disclose:
(a) How much revenue has been received by the police force for services rendered by way of private investigations, bailiff/eviction type services, or by any other method of paid services, work performed, or contractural agreements made to business, private individuals, or organisations of any kind?
(b) Please outline the type of work or service rendered,in each case and disclose the revenue received for each type of service.
(c) How much revenue has been generated by the force for endorsements of any kind?
(d) Please indicate the types of products/services that the force endorsed for remuneration/financial benefit/fee and the revenue received.
(e) Please indicate total revenues from all sources, and break them down into categories.
(f) How many manpower hours per year, in total, have been devoted to privately paid services/contractual work?

In reply to your request for information under the Freedom of Information

The Freedom of Information Act 2000 (The Act) requires us to handle all
requests in a manner that is blind to the identity of the requestor. Any
information released in response to a request is regarded as being
published, and therefore in the public domain without caveat.
Request
Under the Freedom of Information Act, for the years 2006 to 2011 would you

(a) How much revenue has been received by the police force for services

We have completed all searches within Cambridgeshire Constabulary and
hereby enclose your response.
Response
Section 12(1) of the Freedom of Information Act states that a public
authority is not obliged to comply with a request for information if the
authority estimates that the cost of complying with the request would
exceed the “appropriate limit”. For Police forces in the UK, the
"appropriate limit" is considered to be up to 18 hours of work on one
request. This information is given in the Freedom of Information (Fees and
Appropriate Limit) Regulations 2004.
It is estimated that it will take no less than 29 hours to provide a full
answer to this request. We do hold a database which gives details of
invoices. The nature of the information held within these means that they
will require further investigation and cross referencing with other
documentation to establish the type of work or service rendered as well as
how many man hours are being invoiced for. As an example; many entries
need to be referred to a separate charging calculation sheet, which is a
manual record, while others have been invoiced for a total monthly bill of
the cost to police a particular geographic area like a shopping centre. A
dip test by an experienced research indicates that on average this would
take 5 minutes per record to accurately show the number of man hours
invoiced for.
Unfortunately I cannot suggest a method of paring down your request into
one which is fully manageable within the cost limit.
Although excess cost removes the force’s obligation under the Freedom of
Information Act, as a gesture of goodwill, I have supplied information,
relative to your request, that was retrieved or available before it was
realised that the fees limit would be exceeded. I trust this is helpful,
but it does not affect our legal right to rely on the fees regulations for
the remainder of the request.
From 01/04/07 - 07/02/12 Cambridgeshire Police has received £2399728.41,
through sales invoices for services provided.

Could you please note that we do not receive copies of your annotations
made to requests; however I note from your link embeded in the below email
that you do not wish us to internally review your request since you have
since asked for copies of our past five years accounts.
If this is not an accurate interpretation of your position, please let me
know and your request will be reviewed at the next Appeals Panel, which
will sit on Friday 15th June. Please note that should you wish a review to
take place on that date you will need to advise us by not later than 8
June.
Please note, from an administrative perspective only, it is simpler for us

In answer to your reference to paring down the request, can you please
provide me with copies of the Statements of Accounts for the past five
years.
The Freedom of Information Act 2000 (The Act) requires us to handle all
requests in a manner that is blind to the identity of the requestor. Any
information released in response to a request is regarded as being
published, and therefore in the public domain without caveat.
We have completed all searches within Cambridgeshire Constabulary and
hereby enclose your response.
In interpreting your request I have provided access to the last 5 sets of
Annual Accounts which have been prepared, these are in respect of the
FInancial Years: 2006/07; 2007/08; 2008/09; 2009/10 and 2010/11. The
accounts for the Financial Year ended April 2012 are being finalised and
will not be available before 1 September 2012.
The accounts in respect of the financial years ended 2007; 2008; and 2009
are attached as follows:

In respect of the accounts in respect of 2009/10 and 2010/11 these

Decision
Pursuant to the provisions of Section 21 of the Freedom of Information Act
2000 (the Act) I have decided to refuse access to the information you have
requested and direct you to where the information can be located.
Reason For Decision
Section 21 of the Act provides:
Information which is reasonably accessible to the applicant otherwise than
under section 1 is exempt information.
For the purposes of subsection (1), information which is held by a public
authority and does not fall within subsection (2)(b) is not to be regarded
as reasonably accessible to the applicant merely because the information
is available from the public authority itself on request, unless the
information is made available in accordance with the authority’s
publication scheme and any payment required is specified in, or determined
in accordance with, the scheme.
