Results of consultation on Chorlton "Development Oppportunities"

The request was successful.

Dear Manchester City Council,
Please send me documentation produced as a result of the consultation into the three current Chorlton Development Proposals (referred to as "Development Opportunities" at the 25July 2018 Executive meeting and supporting papers).
The consultation covered three developments: Chorlton Precinct, Chorlton Leisure Centre and Ryebank Fields.
1) While the report to Executive gave only a brief and selective summary, a full report with statistical breakdown of responses has been referred to by ward councillors at public meetings. It is this report that I am requesting.
2) Please make available any internal correspondence concerning this consultation and its results.
Thank you,

Yours faithfully,
Mark H Burton

Pete Whiteley, Manchester City Council

Dear Mr Burton,
I am contacting you regarding the FOI request you have submitted regarding
the Chorlton consultation.
At present I am working with colleagues to get the full responses to the
consultation published on our website.  This is the information you have
requested and we are working to make this available to everyone in
Chorlton and Manchester.
I will contact you again when we have that published to provide you with
the link so you can view this information.  I will also provide you with
any other information on the consultation that is not published on the
web.
I am sorry this is taking a little longer than we would have all wished.
However, this has just come across my desk in the last couple of days and
I am in touch with colleagues to make the information you have requested
available to as wide an audience as possible.
Kind regards
Pete Whiteley (Please note I job share with Helen Johnson and my work

Dear Pete Whiteley,
Thanks for the response.
I look forward to the links reappearing - it was only one file that inadvertently included some personal information so there's no reason why the others shouldn't be restored immediately, while the other is being redacted.
I have flagged the request as partially successful. Here's why:
1) I note that the documentation supplied was comprehensive but it was unclear how the face to face consultation meetings were recorded and the findings processed. I know that people who attended were asked to fill in the survey online, but were no notes taken at the meetings? If so, how was that information used?
2) My request also asked for any internal correspondence about the consultation report.
I look forward to the full response.

Yours sincerely,

Mark H Burton

Dear Mr Burton
Thank you for your email and for drawing our attention to the issue with
the information that was shared last week. We weren't aware that all the
files had since been withdrawn from the What Do They Know Website, so
please find attached copies of the other five documents and a link to the
Executive report on the Council's website. A redacted version of the free
text comments will be shared with you next week.
It appears that there was a misunderstanding about the request for
internal correspondence about the consultation report. This has now been
noted and will be shared with you as soon as possible, subject to any
exemptions. To assist with this, please can you confirm if you are
referring to the report to the Council's Executive in July 2018?
In your email of 18 September, you asked if there are any written notes
from the consultation sessions and how they were used if so. We do not
have any written notes from the consultation sessions. Residents who
attended the sessions were asked to submit written feedback via the online
forms on the Manchester City Council website, (either at home or using
tablets that were available at all the consultation sessions ) or to take
away paper copies of the  forms which could be returned to the Council by
post.

Dear Mr Burton

Re: Request for Information – Chorlton Development

Reference Number:  STR/B37DGW

I refer to your email to Manchester City Council (“the Council”) dated 18
September 2018, which states;

" I note that the documentation supplied was comprehensive but it was
unclear how the face to face consultation meetings were recorded and the
findings processed. I know that people who attended were asked to fill in
the survey online, but were no notes taken at the meetings? If so, how was
that information used?

My request also asked for any internal correspondence about the
consultation report."

An internal review of the Council's handling of your request for
information has now been completed and this email is to inform you of our
findings. In response to your first question, the Council confirmed on 19
September that council officers did not take any notes at the face to face
consultation, therefore this information is not held. In respect of your
request for internal correspondence about the consultation report, I
understand that you request relates to the report considered at the
Council’s Executive Committee in July 2018. Please find attached with this
email the information you have requested.

Please note that the Council has redacted the personal email address of a
council officer and names and contact details of council officers that
would not normally be in the public domain. This information is exempt
from disclosure under subsections 40(2) and 40(3)(a)(i) of the Freedom of
Information Act 2000 (FOIA), as it comprises of personal information
relating to a third party. The Council has determined that the information
relating to the third party should not be disclosed because disclosure
would contravene one or more of the data protection principles under the
Data Protection Act 2018, including the first principle that requires that
information should be processed lawfully and fairly.

If you have any queries about this response please contact me on the
details below. If you are not satisfied with the outcome of this internal
review you have the right to apply directly to the Information
Commissioner for a decision.
