All questions relate to the procurement of responsive maintenance for your social housing stock

• What is the name of the person who is currently in charge of responsive maintenance contract procurement?
• What is their Job title?
• At what address are they based?
• How many houses are in your current stock?
• Are responsive maintenance needs within your housing stock, currently met by a Direct Labour Organisation?
• If yes, what percentage of responsive maintenance work do they undertake?
• Are there any external contracts in place that support the DLO?
• If yes, what are they for? (Voids, day to day, gas, electrical).
• Are responsive maintenance tenders for day to day, voids, gas and electric tendered out as separate contracts (please specify if grouped together) or as one responsive maintenance contract?
• For each contract for responsive maintenance please can you confirm the following:
o The renewal date
o The bid process start date
o The term of the contract
o The contract annual value (for the last contract tendered if necessary)
o Who the current contract holder is
o If there is a framework in place
 If yes, how many firms are on this, who operates on this and is it a contract specific framework or a framework for all responsive maintenance contracts, framework value
o Do you use a procurement consortium
 If yes, who

Freedom of information, Warwick District Council

Dear Ms Ball

Thank you for your request for information which I acknowledge was
received by the District Council on 3 April 2012.

Your request is currently being considered. If the District Council is
able to provide you with the information you have requested, then under
the Freedom Of Information Act you are entitled to receive it within 20
working days.

For your information, the FOI Act defines a number of exemptions which may
prevent release of some or all of the information you have requested.  The
District Council will assess your information request in light of the
exemptions.  If exemptions do apply, then the District Council may decide
not to release all, or part, of the information you have requested.  You
will be informed if this is the case.

If the information you request contains reference to a third party then
they may be consulted prior to a decision being taken by the District
Council as to whether to release the information to you.  You will be kept
informed if this is the case.

The District Council will not charge a fee to provide you with the
information you have requested, provided the cost of dealing with your
request is less than £450. If it appears likely that your request will
cost more than £450 to deal with then I will write to you again asking if
you are willing to pay the fees incurred, and setting out clearly what

below I have answered you questions.

·         Are responsive maintenance tenders for day to day, voids, gas
and electric tendered out as separate contracts?

Yes

 

·         For each contract for responsive maintenance please can you
confirm the following.....:

Contracts which cover housing maintenance (including general maintenance,
plumbing, electrical etc.) for homes rented out by the local authority are
  due for renewal 2013.

 

·         The current contract holders are:

Routine Repairs and Maintenance Contract – Ian Williams

Gas Contract - Heateam

Electrical Contract – EM & I

 

·         The bid process start date  

Pre-qualification stage – 1^st June 2012 / Tender Stage – 31^st August
2012

 

·         Term of the contract

5 years with renewal options for further terms

 

·         Is there a framework in place?

No

 

·         Do you use a procurement consortium

No

 

Your request for information regarding the price of the contract has been
considered and unfortunately the District Council is unable to comply with
it.

 

After due consideration, the District Council considers that the public
interest in with holding the information outweighs the public interest in
disclosing it..

 

In accordance with section 17 of the Freedom of Information Act 2000
please treat this letter as a Public Interest Refusal Notice.

 

The exemption applied is Section 43 of the Freedom of Information Act
2000.

 

This exemption applies because the disclosure of the value of the contract
could prejudice the future financial affairs of the Council’s contractors
in tendering for works. In addition to this it could also prejudice the
Council’s position for future contracts and relationship with contractors
for information they would consider confidentially submitted to the
Council in good faith.

 

However, the District Council does recognise that there are argument(s) in
favour of disclosure which are as follows and feel that a basic level of
information could be disclosed. For that reason the total repairs budget
in respect of the above contracts for Council properties is £2,787,200.00.

 

You have the right to request that the District Council carry out an
internal review if you are not satisfied with the way your request was
dealt with or wish to appeal the decision.  A request for an internal
review should be made in writing and addressed to me at the address
above.  All requests for an internal review will be dealt with under the
District Council’s internal review procedure.

If you are not satisfied with the outcome of the internal review you may
appeal to the Information Commissioner’s Office, at the following address:
