will appreciate, a large number of people have been dealing with resolving
this issue. However, these individuals perform a variety of tasks as part
of their roles and we do not differentiate or record the amount of hours
spent on specific tasks and/or work.

Thank you for your reply to my FOI request regarding "Resources applied to Hammersmith Flyover assessment"

I am surprised that you believe that TfL do not carry the information requested, as it has been widely reported, including a press release on the TfL and GLA websites, that "a team of 80 engineers, contractors and leading structural engineers" has been "working nonstop on site and within the structure throughout the Christmas and New Year Period" (http://www.tfl.gov.uk/corporate/media/ne... , http://www.london.gov.uk/media/press_rel... )

This gives a clear indication that 80 experts were working non stop between the closure and, at least, the press release date of January 6th.

Please could you provide the supporting data for the claim in the TfL press release?

Please also provide the same information for the period since January 6th.

Please accept my apologies for the error made in our previous response. We
have obtained further clarification from the business area responsible for
this matter and TfL will be able to provide information on the time spent
on this project, as the TfL staff concerned do complete weekly timesheets
with separate codes for each capital project and the contractor
undertaking the work on the Flyover on our behalf (which is the bulk of
the work) will bill TfL for actual time spent. However, we do not yet hold
the information you have requested as work is still being carried out on
this project and so we do not have a record of the time spent on these
tasks to date.

 

Please accept our apologies that we are unable to assist you further on
this occasion.

The finding of the review is that your request should be re-considered and
it is being passed back to our FOI team in order for them to provide you
with a further response. The panel did consider that it is feasible that
it is not possible to separate out the person-hours spent on the flyover
from any other work undertaken by those involved, but that it is not
apparent that any consideration was given to whether there was any
information that could be provided, particularly in view of the press
release to which you referred.

 

In addition, the panel felt that it would have been appropriate to clarify
one element of the request with you. In the first part of your request,
you asked for the number of person hours by grade/trade/profession, but it
is not apparent whether you intended this to mean a breakdown of hours
spent by grade and trade and profession or grade, trade or profession
(depending on whichever is appropriate to the member of staff involved).
We would be grateful if you could confirm this to our FOI team, citing
reference number FOI-1342-1112.

 

Please note that, although the panel has directed that the request should
be reconsidered, this does not necessarily mean that there will ultimately
be information that can be released to you. It is possible that the
outcome of re-processing your request will be the same, or substantially
similar, as the original response. However, the review panel is raising

We do not receive an individual timesheet in respect of each member of
contractors’ staff working on the Hammersmith project. We receive instead
applications for payment from our contractors on a periodic (four-weekly)
basis. The charges included within those applications relate to work
payable on a time reimbursable basis. Each individual, their role and the
hours they have worked are clearly identified. These hours are checked for
their validity and agreed by the relevant TfL overseeing manager prior to
monies being certified and paid to the contractor.
