Dear Mr Cross,

Freedom of Information Request RFI-0379-19

Further to your request for information about Resource Allocation Systems
for Adult Social Care, I can tell you the following:

1)           Do you use a Resource Allocation System (RAS) to determine
individual’s funding for adult social care

As per Care Act we are required to calculate an person's indicative
budget. In order to calculate this indicative budget an assessment takes
place in line with care and support domains, this in turn is  converted
into an indicative budget via calculating all relevant components of costs
of care.

2)           If you don’t use a RAS do you use an alternative system? What
is that system? Please provide any policies or guidelines that describe
this system.

We are piloting use of some Joint funding tools utilised essentially to
determine contributory split  where again when appropriate an indicative
budget is calculated.

3)           Please provide any policies, guidelines or any documents
which describe the process for making funding decisions based on the RAS
or alternative system.

These are not complete

4)           For either a RAS or alternative system have you had to adapt
the system / process for different client groups, scenarios /
circumstances or for any other reason? Please provide any policies or
guidelines which describe these adaptations.

We are piloting a tool for Mental Health and/or Learning Disabilities ie
joint funding / S117 tool but as yet not complete and guidelines not
written
