Dear Department for Communities and Local Government,
Please could you provide information on the stock of UK Energy Performance Certificates (EPC) issued for residential properties:

1) The current Energy Efficiency rating
2) The potential Energy Efficiency rating
3) The current Environmental Impact CO2 rating
4) The potential Environmental Impact CO2 rating
Yours faithfully,
James Smith

Dear Phil,
Thank you for your quick reply to my request - your reference P0004865.
I understand from your letter that your department is only responsible for properties in England & Wales. I would be most grateful if you could further my request on that basis and, if possible, inform me of the correct departments for Northern Ireland and Scotland.
I confirm that your understanding of my request is correct - I would like to receive data on the number of EPCs which have a particular rating score in a specified year. I would like the information presented in tabulated form, preferably in a spreadsheet. My suggestion would be for row headings down the page of scores 1-100, with separate columns across the page by year for the four ratings given on the EPC:
1) The Current Energy Efficiency rating
2) The Potential Energy Efficiency rating
3) The Current Environmental Impact (CO2) rating
4) The Potential Environmental Impact (CO2) rating.
The values within the table would correspond to the count of certificates issued with a particular score for a particular rating in that particular year.
Please do let me know if there is any further information you require.
Yours sincerely,
James Smith

Dear Raphael Smith,
Thank you for your reply, however I believe this has been only partially completed as the information referred to in your letter was not enclosed as expected.
In your response, you repeat my original FOIA request:
Information on the stock of UK Energy Performance Certificates (EPC) issued for residential properties:
a) total number issued by year from the earliest available date until the latest available date.
b) the distribution of score values, by year if available, for the four measurements recorded on the EPC:
1) The current Energy Efficiency rating
2) The potential Energy Efficiency rating
3) The current Environmental Impact CO2 rating
4) The potential Environmental Impact CO2 rating
In your letter (Your Ref: F0004865), Phil Beschizza follows this by making the following statement:
"Your request has been considered under the Freedom of Information Act 2000. I can confirm that the Department for Communities and Local Government holds the information that you have requested and that I am able to provide you with the information in the attached excel file (the information is contained in three separate worksheets)."
However there was only a single PDF file attached to your letter, containing just one table referring to part (a) of my request. There was no excel file, and no information relating to part (b).
Please could you supply the remaining information as referred to in your letter (i.e. the excel file with the three separate worksheets)?
Yours sincerely,
James Smith
Dear Mr Smith
Please accept my apologies for the omission. The complete spreadsheet is attached
Kind regards
Raphael
