Dear D Mitchel,

 

Thank you for your request received on 27.04.2021 for information under
the Freedom of Information Act 2000 or the Environmental Information
Regulations 2004.

 

In normal circumstances your request should receive a reply by 26.05.2021
however because of the Corona Virus COVID-19 pandemic we have had to
adjust the service we are able to offer.

 

This is because we are focusing our resources on supporting the local
response to the pandemic and providing essential services such as social
care for adults and children, the Southend Coronavirus Helpline and
financial help for residents and businesses.

 

All staff who can are working from home and some are being redeployed to
support key services. In addition, some staff are self-isolating or absent
because they or a member of their household has or may have the COVID-19
virus.

 

In addition, while the government restrictions on workplace attendance are
in force, we are not able to gain access to physical records held on site
rather than electronically.

 

All this means that we may take longer than usual to respond to your
request or may not be able to respond to it at all.

 

 

I would be grateful if you would consider whether you can help us focus
our resources on helping our vulnerable residents and businesses by
deferring your request to another time.

 

If you are willing to withdraw your request, please reply to this email
with the word ‘withdrawn’. Your help would be very much appreciated.

The information I have requested is not publicly available at the link you provided. This shows the council's overall net position.

My request asked for the value of any reserve movements (for example grants held in reserves drawn down to fund services) included in the specified returns. This data is not separated out on the returns, hence my original request.

Further to your email of 10th May I have sought clarification of our response from a member of our Financial and Management Accounting Team who has advised the following:

The questions (reproduced below for ease of reference) asked for the net value of reserves recorded in the Sec 251 return:

Can you please confirm the net value of any reserves included in the below Section 251 returns to the Department for Education:
2019/20 - Outturn
2018/19 - Outturn
2019/20 - Budget
2018/19 - Budget

The Sec 251 return lists the DSG reserve only.

So for example, see the 2019-20 Sec 251 budget - which is publicly available through the link below - in this section of the link:
Section 251 budget 2019 to 2020: individual local authority expenditure data.

When opening the spreadsheet, select the tab “882 LA – Table” for Southend’s data.
Then go to row 1.9.2, which states the balance of the DSG reserve brought forward from 2018-19 into 2019-20.

It’s the same principle for each of the Sec 251 questions asked.

It does appear that the DfE has yet to publish the 2019-20 outturn figures, but I can confirm the final DSG reserve balance figure taken into 2020-21 (from 2019-20) was £1.248M.
