Please also note that from 1 April 2020, the new Buckinghamshire Council replaced the five former councils in Buckinghamshire (Aylesbury Vale District Council, Buckinghamshire County Council, Chiltern District Council, South Bucks District Council and Wycombe District Council). All local government services previously provided by the former councils have now transferred to the new council.

Good afternoon

Apologies for the delay in getting back to you.

I have asked our finance team and they are unclear what 'IFA names' refer to, but can confirm we believe the redacted data that you refer to in the published data regards payments to suppliers who are individuals, and so has been redacted under Section 40(2) of the FOIA.

Under section 40(2) personal data of a third party can be withheld if it would breach any of the data protection principles to disclose it. Personal data is defined in section 3(2) of the Data Protection Act 2018 (DPA 2018) as: ‘any information relating to an identified or identifiable living individual’ Section 3(3) defines an identifiable living individual as ‘a living individual who can be identified, directly or indirectly, in particular by reference to – (a) an identifier such as a name, an identification number, location data or an online identifier, or (b) one or more factors specific to the physical, physiological, genetic, mental, economic, cultural or social identity of the individual’.

If you feel the information you have requested does not relate to named suppliers who are individuals, please let me know.

By 'IFA Names'; we are referring to 'Independent Fostering Agencies'. Based on the payment amounts, we suspect them to be Agencies and not individuals. Could you have your team take another look at it please?

Apologies for not getting back to you sooner. I have asked our finance team to look at the reports to see why this is and they have sampled three random redacted document numbers and can confirm the payment has been given to individuals, and so the vendor name is also a personal name. As this regards payments to suppliers who are individuals, it been redacted under Section 40(2) of the FOIA.
