3. Rent setting policy and/or service charge policy

Yours faithfully,

Dear Mr Bacon

FREEDOM OF INFORMATION REQUEST REF No: 334518

Thank you for your information request, received on 3 June. I apologise
for the slight delay in responding to you and any inconvenience this has
caused.

You requested the following information:

I would like to make a Freedom of Information request for copies of the
most recent version of the following documents. Please note that I am
requesting the full policies that are used internally by your
organisation, not the leaflets or summary versions that are sometimes made
available to tenants. 1. Hate crime policy, hate incident policy and/or
racial harassment policy. 2. Rent arrears policy and/or income management
policy. 3. Rent setting policy and/or service charge policy.

I have consulted Homes for Islington and can provide the following
documents:

1). Homes for Islington have a number of policies that deal with hate
crime, hate incidents and racial harassment. Please find attached HFI's
Anti-Social Behaviour Policy, Harassment Policy and Workplace Bullying and
Harassment Policy (for staff).

2). Please find attached HFI's Income Collection Policy. I also attach
HFI's Rent Arrears Procedure.

3). HFI do not have a rent setting policy, as this remains the
responsibility of Islington Council. We do have policies for service
charge payments from leaseholders (attached). Islington Council's rent
setting policy follows that prescribed by the government, i.e. the "Rent
Restructuring System". Attached is the council's Executive budget report
for 2010-13 that deals with the rent setting policy.

Good, Kit,

ISLINGTON COUNCIL: TECHNICAL ISSUE WITH RESPONDING TO WHATDOTHEYKNOW.COM
REQUESTS

A technical issue has been identified involving emails been sent by
Islington Council to whatdotheyknow.com. This occurred between April
and early August 2010. The emails were being sent successfully from the
council's network, but a technical setting on our email servers resulted
in the emails not being accepted by the whatdotheyknow.com site.

Please accept my sincere apologies for the delay in responding to these
requests. All the FOI requests received from whatdotheyknow.com during
this period are being re-checked and processed as necessary.

The council supports the objectives and ethos of the whatdotheyknow.com
site. [WhatDoTheyKnow contact email] has been very helpful and we have worked
closely with them to resolve this issue.

Once again I offer my apologies for the delay you have experienced in
receiving the information requested from the council.

Yours sincerely
