Dear North East Lincolnshire Council,

I am writing to make an open request for information under the Freedom of Information Act 2000. I am a local democracy reporter investigating the state of affordable housing in Lincolnshire.

I have been asked by several council press offices across the county to submit this as an FOI so I am hoping you can help.

Please provide the following information:

1) Definition of "Affordable":
* How does your council define "affordable housing"?

* Is it based on a percentage of the median income, a fixed price range, or another metric?

2) Price Breakdown:
* What is the average price of an affordable home in your district?
* Are there different tiers or categories of affordable housing in your district?
* If so, can you provide a price breakdown for each?
3) Housing Numbers:
* How many affordable homes are currently available in your district?
* How many affordable homes have been built in the last five years?
* Are there any upcoming projects or initiatives aimed at increasing the number of affordable homes?
4) Challenges and Solutions:
* What are the primary challenges your district faces in providing affordable housing?
* What initiatives or strategies has the council implemented or is planning to implement to address these challenges?
5) Additional Information:
* Is there any other data, insights, or information you believe would be relevant to our investigation?
* What is the council doing to support people getting on the housing ladder? What's the council's view and is it a priority?

If my request is denied in whole or in part, I ask that you justify all deletions by reference to specific exemptions of the act. I will also expect you to release all non-exempt material. I reserve the right to appeal your decision to withhold any information or to charge excessive fees.

I can confirm that North East Lincolnshire Council holds the following
information:

 

1) Definition of "Affordable":

* How does your council define "affordable housing"?

The North East Lincolnshire Council definition of Affordable Housing
aligns with the points in the definition outlined in the NPPF.

* Is it based on a percentage of the median income, a fixed price range,
or another metric?

Housing which meets the need of those households who’s needs cannot be met
by the local housing market without subsidy.

2) Price Breakdown:

We are a non-stockholding Authority and do not hold this information. The
information is held by Registered Providers of Social Housing, who are not
subject to the Freedom of Information Act.

* What is the average price of an affordable home in your district?

See above.

* Are there different tiers or categories of affordable housing in your
district?

There are several Registered Providers of Affordable Housing with stock in
North East Lincolnshire, and rents are determined in accordance with size,
type, and tenure in line with the terms set out by the Housing Regulator.
This may vary slightly according to the individual RP’s financial model
and value by area.

* If so, can you provide a price breakdown for each?

3) Housing Numbers:

* How many affordable homes are currently available in your district?

 

In order to answer this question can you please confirm if this relates to
total Affordable Housing stock in North East Lincolnshire, or If this is
the number available to rent  which varies on a weekly basis.

 

* How many affordable homes have been built in the last five years?

* Are there any upcoming projects or initiatives aimed at increasing the
number of affordable homes?

• Currently there are negotiations to deliver additional Affordable
Housing on Council owned sites which are being sold for development.
• Working closely with Homes England to better enable the viability of
delivering new build Affordable Housing on the schemes mentioned
above.
• Working with RPs and developers to enable more Affordable Housing
opportunities.
• Several regeneration/ development projects are being developed to
support the significant number of employment and business
opportunities in the area, largely linked to renewable energy
companies established in the area.

4) Challenges and Solutions:

* What are the primary challenges your district faces in providing
affordable housing?

• Local viability issues with new build which impacts on RP’s own
developments.
• Local viability issues with new build for market sale which impacts on
percentages of s.106 Affordable Housing.
• Only one Registered Provider owns developable land in North East
Lincolnshire.

 

* What initiatives or strategies has the council implemented or is
planning to implement to address these challenges?

The latest Housing Strategy is nearing completion and is due to be release
in the near future. It will be available on the Council’s website.

5) Additional Information:

* Is there any other data, insights, or information you believe would be
relevant to our investigation?

The new Strategic Housing Market Assessment is currently going through the
approval process and will be published on the Council’s website in the
near future.

* What is the council doing to support people getting on the housing
ladder? What's the council's view and is it a priority?

In North East Lincolnshire Council the Affordable Housing Low-Cost Home
Ownership products which generally meet local housing need are Shared
Ownership and Rent to Buy as, being a low income/low value housing market
area, the greatest challenge to Home Ownership is achieving a deposit.

 

We have a healthy market for Shared Ownership and Rent to Buy is being
encouraged (raising public awareness)

Approximately 25% of s.106 Affordable Housing units are Shared Ownership.

 

Whilst we are obliged by Government to provide 25% of s.106 Affordable
Housing contributions as First Homes (discount sales), like many other
areas across the UK locally this product does not qualify as Affordable
Housing by definition, as a buyer that can afford to secure a mortgage for
a new build discount home can afford an older property, and FH does not
meet general local housing need as a significant deposit is required.

Good morning,

For question 3 I'm looking for total available housing stock, however, if you're able to provide an average for the number available to rent on a week-by-week basis, or another relevant figure which helps build a broader picture of the housing stock within the authority that would also be helpful.

properties per week in NEL
