When a referral is received within the Access Team, a call is made to the referrer to complete the 7 core questions that social work services has in place. The referral will then be triaged by Children and Families workers within the Access Team and they will determine whether it is appropriate for the referral to go to Child MASH or to locality team.

The 7 Questions are asked for all Adult and Child Social Work Services Referrals. However, if there are no protection concerns we would not ask questions 3-5.

These questions are also asked for Single Point of contact/Single Access Point Referrals i.e. Speech and Language, Podiatry, Physio etc.

The information on Glow is directly for education staff. The instruction is for them and clarifies that if schools want to make a referral to social work, referrals should be sent to the Access Team using the RFA. RFAs would also be used to make referrals to many other services and if doing so the RFA would be sent directly to that service and would not come through the Access Team.

Thank you for your e-mail dated 12 January 2021 requesting a review of the way in which the Council handled your request for information under the Freedom of Information (Scotland) Act 2002 (FOISA).

Response: There are numerous workers across the teams involved. They work shifts so you could get anyone of them when you phone.

Due to the grade level of the staff involved in the referrals, the Council is applying Section 38(1)(b) read in conjunction with 38(2)(a)(i) of the Freedom of Information (Scotland) Act 2002 - to disclose this information would be to disclose personal information and essentially breach Data Protection legislation, there being no condition to allow for disclosure.

However, we can provide names and contact details for the senior staff responsible for the teams involved in the referrals.

As advised in our response we are exempting names of some staff involved under Section 38(1)(b) due to their grade. We have provided the names of Senior staff responsible for the referrals as this is appropriate due to their level of seniority within the Council.
