Reports following Exercise Cygnus, 2016

In 2016, there was a cross-Government tier one pandemic influenza exercise called Cygnus. I believe this was carried out in October, between 18th and 20th.

This was coordinated by the Department of Health, as requested by the Cabinet Office, with input from LRFs across the country.

Please provide the report you produced as a result of Exercise Cygnus or other relevant analysis of the Cygnus exercise including how it was carried out, its findings, conclusions and recommendations for change.

Thank you for your recent request which has been considered under the
Freedom of Information Act 2000. Your email was passed onto the
Information Access Team in the London Fire Brigade, from the London
Resilience Group on the 13 March 2020, I  apologise for the delay in
responding to your request.

 

Your email has asked for specific information from 2016 in relation to an
exercise called Cygnus carried out  between the 18 and 20 October of that
year. You provided some background on the government departments who
coordinated the exercise requested by the Cabinet Office with the input
from the Local Resilience forums across the country. You have asked for
the below information:

 

Please provide the report you produced as a result of Exercise Cygnus or
other relevant analysis of the Cygnus exercise including how it was
carried out, its findings, conclusions and recommendations for change.

 

In response to your specific request on exercise Cygnus carried out
between the 18 and 20 October 2016, I can confirm that we do not hold a
report for exercise Cygnus pertaining to the dates you have provided (18
and 20 October 2016). To clarify the London Fire Brigade ( LFB) did not
produce their own report from the exercise held at the given date and year
you have quoted in your request. However to try and assist you with your
enquiry, I have been able to locate earlier papers that have been
published. The papers include the records of the LFB measures and approach
to exercise Cygnus as a part of a joint test of our business continuity
plans prior to 2016 and provide details of the resilience process
undertaken at that time by the LFB to test our response.

 

The papers attached provide some background information on the national
exercise run by Public Health England (PHE) as part of the test the UK’s
preparedness and response to a influenza pandemic . The LFB initially took
part  in September and October 2014, we participated in the planning phase
of Exercise Cygnus as a member of the London Local Resilience Forum (LRF),
as well as running our own internal exercise in parallel to test the
Brigades wide business continuity arrangements.

Unfortunately due to the current pandemic, all organisations are facing
challenges on managing resources more effectively and efficiently to meet
the changing demands. During this time resources are being redirected to
areas that require support, business departments are having to switch
priorities which has an obvious impact on responding to FOIA request at
this time. I do hope the information attached is useful and answers any
other queries you may have on exercise Cygnus.
