Reports following Exercise Cygnus, 2016

Waiting for an internal review by Essex Local Resilience Forum of their handling of this request.

Dear Sir / Madam,

In 2016, there was a cross-Government tier one pandemic influenza exercise called Cygnus. I believe this was carried out in October, between 18th and 20th.

This was coordinated by the Department of Health, as requested by the Cabinet Office, with input from LRFs across the country.

Please provide the report you produced as a result of Exercise Cygnus or other relevant analysis of the Cygnus exercise including how it was carried out, its findings, conclusions and recommendations for change.

Yours faithfully,
Helen Thomas

Dear Essex Local Resilience Forum,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Essex Local Resilience Forum's handling of my FOI request 'Reports following Exercise Cygnus, 2016'.

Your response is unclear on the point as to whether you hold a copy of the report produced following the Cygnus Exercise, which according to your letter was dated 13th July 2017. If you hold a copy, regardless of the ownership of that report, this is pertinent to my request. The government has said it wants to be open and transparent about the current public health crisis and this exercise was a crucial part of the planning and preparedness for dealing with this kind of pandemic.

Yours faithfully,

Helen Thomas

Dear Helen,

Thank you for your email.

I have contacted the Essex Resilience Forum (ERF) today 27 March 2020 and
asked them provide a response to your query as soon as possible.

As soon as I have gathered the relevant information I will send our
response.

Due to the unprecedented circumstances that we are facing during the
Coronavirus (COVID-19) pandemic, it may not be possible for us to meet our
usual standard of response to statutory request within the timescales
stipulated. The Essex County Fire and Rescue Service will respond to your
request as quickly as we are able. The Information Commissioners Office
(ICO) has also published information on their website at

Thank you for your understanding and patience during this unprecedented
period.
