Further to your request for information I confirm that a review was commissioned by the Council, to consider the handling of various property transactions that had been queried by a member of the public.
A draft of the report has been circulated to those interviewed for checking factual accuracy. The report is not yet in final form, and the council does not hold the information you request on total cost. The report is subject to legal privilege (section 42 FOI applies). It is anticipated that it will be completed during March and on receipt of the final report, an action plan will be implemented, if necessary, to address any issues identified.
I hope this is satisfactory. If, however, you remain dissatisfied with our response to your request for information, you may request a further review. This will be removed from the Directorate and coordinated by the Information Governance Team. A request for review should be made within 40 working days of the date of this response and addressed to the Information Governance Team by email to [Sunderland City Council request email], or by post to: Information Governance Team, Corporate Services, Sunderland City Council, PO Box 100, Civic Centre, Sunderland, SR2 7DN.
If this fails to resolve your concerns then you have the right to apply to the Information Commissioner for a decision.
You are of course entitled to apply to the Information Commissioner at any time, although the Commissioner will not usually investigate until the public authority’s internal review procedure has been concluded.

Dear Solicitor - Freedom of Information,
Thank you for your reply, however this question has not been fully answered. The response as to when it will be made available "It is anticipated that it will be completed during March" is rather vague and non committal. Please provide me with an actual date as to when this will be published and available to the public.
I would also like to point out that as local elections are on 3rd May and therefore purdah commences as of 27th March it would be right and proper of the council to ensure this report is published before this date so that if needed the media and press are able to report on its contents without restriction. To purposely withhold this report until after that date would no doubt raise suspicions amongst voters.

Heather requested a copy of the Wilken Chapman report. SCC has the report from Wilken Chapman as admitt in their reply. To clarify Heather is not asking for SCCs action plans or anything else she simply asked when this report will be made available to the public.
