Removal from Electoral Register (Household Enquiry Forms)

The request was successful.

Dear Plymouth City Council,

Following my FOI request submitted 7th September I have a few follow up questions.

Can you please confirm whether or not people in a household are removed from the Electoral Register if they fail to respond to the Household Enquiry form for 1 or more years?

Can you also confirm if fines for failing to respond to the form are not enforced as the costs of administration of the system would outweigh the fines received please?

Yours faithfully,

Mr Scott

Rowley, Kate,

Dear Mrs Scott

Thank you for your request for information dated 30 October 2017 and
received on 30 October 2017 concerning Household Enquiry Forms.

This request is being handled under the Freedom of Information Act 2000.

This letter is a full response to that application.  I apologise that
there has been a delay in supplying the information.

Your request was to be supplied with:

Q - Can you please confirm whether or not people in a household are
removed from the Electoral Register if they fail to respond to the
Household Enquiry form for 1 or more years?

Q - Can you also confirm if fines for failing to respond to the form are
not enforced as the costs of administration of the system would outweigh
the fines received please?

The Council does hold the information that you have requested and the
information is given below:

Q - Can you please confirm whether or not people in a household are
removed from the Electoral Register if they fail to respond to the
Household Enquiry form for 1 or more years?

A - Yes this is done but not in 2017 due to migration to a new computer
system. We do actively delete electors throughout the year by carrying out
a review of an elector's registration entitlement if we cannot delete
electors from other sources.

Q - Can you also confirm if fines for failing to respond to the form are
not enforced as the costs of administration of the system would outweigh
the fines received please?

A - Though it is within the legal powers to fine people for failing to
respond, this is not something Plymouth has recently undertaken. No fees
are paid to the Council.
