Release of documents that show calculations for projected ARF rise.

Under the Freedom of Information Act 2000 please undertake to do the following:
In the document 'Consultation on the Annual Retention Fee (ARF) Level for 2015' page 16 you state that the number of projected applications processed for dentists will be 63% of applications, and the number of projected applications processed for DCPs will be 37% of the total. These projections are approximately in inverse proportion to the number of dentists and DCPs currently registered. Please publish all your internal documentation that shows how you made these predictions and the minutes of all meetings where these projections were discussed.

I am writing further to your request for information which I confirm has
been considered under the Freedom of Information Act 2000. For clarity I
am copying your questions below, with our responses.

 

In the document 'Consultation on the Annual Retention Fee (ARF) Level for
2015' page 16 you state that the number of projected applications
processed for dentists will be 63% of applications, and the number of
projected applications processed for DCPs will be 37% of the total. These
projections are approximately in inverse proportion to the number of
dentists and DCPs currently registered. Please publish all your internal

Please refer to our earlier response dated 2^nd September 2014.

 

It appears to us that there has been a misinterpretation of the published
data. The cost of registration has been allocated between dentists and
DCPs in the proportions 63% and 37%, respectively. The allocation is such
because it costs the GDC more to process a dentist application compared
with a DCP application. The proportion of dentists to DCPs on the register
has no bearing on this.

Dear General Dental Council,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of General Dental Council's handling of my FOI request 'Release of documents that show calculations for projected ARF rise.'

You have given no grounds for why you are refusing to release the information I have requested under the Freedom of Information Act 2000 and therefore it is not clear what section of the law you are using to prevent the release of information that clearly exists. As part of the appeal process I will need you to clarify the grounds upon which you have refused my request so that the Information Commissioner will be able to adjudicate in due course if needed.

To say that I have misinterpreted the phrase 'Number of projected applications processed' in your document 'Consultation on the Annual Retention Fee (ARF) Level
for 2015' is clearly not grounds to withhold the documents I request. To claim that 'Number of projected applications processed' means 'The cost of applications processed' is, frankly a bizarre remark, and again it is not grounds for you to refuse to comply with my request.
