Dear HM Passport Office,
Is a refugee in the UK eligable for UK / British passport, are they given citizen status and would this give them the same freedom of movements within the EU.

Only British Citizens are eligible for British Passports, Refugees are not British they are given a United Nations Travel Document. Refugees like any other person here legally are eligible for British Citizenship after a period of time. They are not just given citizenship. ANYONE who has British citizenship is simply British wether natural born or naturalised and therefore have freedom of EU movement like you and I regardless of what they were before being naturalised a naturalised Citizen is seen as the same as a natural born citizen and that includes receiving privileges and to fulfill obligations like natural born citizens.
