Dear Caerphilly County Borough Council,

Please provide information relating to recent recycling monitoring programme “Everyone is doing it Campaign”.

Please provide the following statistics for each street in Caerphilly Borough taking part;

% of households in red category
% of households in amber category
% of households in green category

Please include the following in the list; street name, area (e.g. Bargoed).

Please provide full definitions of each category.

Please provide full details of how each households waste is categorised.

For example, by weighing (with full details), by visual examination (with full details), if by visual examination, please provide details as to how each person is trained to ensure consistency.

Please provide a full breakdown of the costs of this programme.

Please provide information as to how this data has been shared with Xerox, to include security and encryption.

Please clarify why recent mailings state Cardiff council within the footer and not Caerphilly Council and whether this is in breach of any data protection laws.

Please give further information In relation to the rights of Caerphilly County Borough Council to share householder data with third parties and whether there has been any householder opt-in to receive such information.

Or, whether there is an opt-out available for householders not to receive further communications if they either do not wish to receive the information or do not believe it to be of legitimate interest.

If there is an opt out available, please provide details (e.g. website link) as to a household can opt out.

Thank you for your request for information received on 11th March 2019. We
have considered your request and enclose the attached information.

 

(1) Please provide information relating to recent recycling monitoring
programme â Everyone is doing it Campaignâ . Please provide the
following statistics for each street in Caerphilly Borough taking part; %
of households in red category, % of households in amber category, % of
households in green category. Please include the following in the list;
street name, area (e.g. Bargoed).

(2) Please provide full definitions of each category.

 

Green - Suggesting the household recycles and uses the food waste service
at every opportunity.

Amber - Suggesting the household could recycle more, or may be missing a
few things.

Red - Suggesting the household needs to start recycling and getting the
basics right.

 

This is in line with other local authorities taking part in this
initiative.

 

(3) Please provide full details of how each households waste is
categorised. For example, by weighing (with full details), by visual
examination (with full details), if by visual examination, please provide
details as to how each person is trained to ensure consistency.

 

A visual inspection of the refuse, recycling and food waste containers was
conducted, checking if the correct materials were being placed in the
correct receptacles.

 

These inspections were conducted by trained waste management
professionals, who have attained vocational qualifications and industry
accredited training for recycling.

 

(4) Please provide a full breakdown of the costs of this programme.

 

The Caerphilly project cost £3,000. This includes the wages of 2 x
Technical Assistants, Administrative support as well as vehicle/fuel
costs. This campaign was a regional project involving a number of our
neighbouring Councils and funding was provided by Welsh Government.

 

(5) Please provide information as to how this data has been shared with
Xerox, to include security and encryption. Please clarify why recent
mailings state Cardiff council within the footer and not Caerphilly
Council and whether this is in breach of any data protection laws.

 

All information is processed under the Data Protection Act 2018. Data
gathered from the monitoring is to determine the recycling category
rating, which is recorded by each local authority. The data collected is
household specific and does not contain data of specific persons within
the household. Caerphilly Council is referred to in the disclaimer due to
Xerox Terms and conditions. The Letter distribution was completed by Xerox
via Cardiff Councilâ s hybrid mail system. For further information on how
Xerox manage personal data, view the Privacy Policy via the following

unbranded and all specific local authority logos were on the letters not
Cardiff.

 

All Data held in spreadsheets is stored in a secure drive. The full data
was not provided to Xerox only the letter.

 

(6) Please give further information In relation to the rights of
Caerphilly County Borough Council to share householder data with third
parties and whether there has been any householder opt-in to receive such
information.

 

Please see above (question 6)

 

There was no householder opt-in to receive the information. Streets were
chosen randomly. However, we did target streets that have the three waste
streams (refuse, recycling and food) collected on the same day. This was
important so we could check each receptacle at the time of visit

 

(7) Or, whether there is an opt-out available for householders not to
receive further communications if they either do not wish to receive the
information or do not believe it to be of legitimate interest. If there is
an opt out available, please provide details (e.g. website link) as to a
household can opt out.
