Recognition of non-existent UK-style vehicle registration marks via ANPR

The request was partially successful.

Dear Devon and Cornwall Constabulary,
Does the current fixed and mobile ANPR system recognise a vehicle registration mark that has not been issued, but otherwise appears to be a valid UK registration mark to the casual observer?

What would be the outcome of the ANPR system if a car with such a registration mark (for example, CU57ABC) were to pass through?

What are Devon and Cornwall (and the wider law enforcement community) doing to prevent the on-road use of non-existent registration marks?

Yours faithfully,

Greg Smith

Dear Mr Smith,

I write in connection with your Freedom of Information request, which was
received by Devon and Cornwall Police on 09/11/2018.  I note you are
requesting information concerning on-road use of non-existent VRMs.

It has been some time since your request was submitted, and it appears it
has not been processed in line with the Act and responded to as required
under the stated timescales.  For this I sincerely apologise, and
appreciate the frustration this may have caused.

My intention in writing to you is to ask whether you still require a
response to your request,  as the FOI Team continue to work through all
identified requests that have not been answered.  If however you no longer
require a response to this request, I would be grateful if you could
confirm by return of this email.  All unresolved cases are being worked
through as quickly as possible.

I once again apologise for the significant delays, and ask for your
understanding as we work through a number of outstanding cases.  I
appreciate this situation is not acceptable, and we are also working to
improve processes and staffing levels for the future.

If you wish to discuss at all, please feel free to contact me.

Yours sincerely

Dear FOI,

Yes, please.

Yours sincerely,

Greg Smith

FOI, Devon and Cornwall Constabulary

Thank you for your email submitted to the Freedom of Information (FOI)
Team for Dorset Police and Devon & Cornwall Police.
If your email relates to a new FOI request please accept this
auto-response as a formal acknowledgement.

Should we need to clarify any aspect of your request we will contact you
regarding this but please be aware that the 20 working day deadline will
not begin until the clarification has been received.

If your email relates to an ongoing request we will respond to your email
as soon as possible.

Please note that we are experiencing high volumes of requests and staff
shortages which, in some cases, is impacting on our ability to comply with
the 20 working day statutory deadline. Please be assured that we are
working on all current and outstanding requests and will get a response to
you as soon as possible. Please bear in mind that when we receive
enquiries regarding late requests, responding to these enquiries can cause
further delay and can hinder the Team from restoring compliance with the
statutory timeframe.

Thank you in advance for your patience whilst we work through this
challenging period.
