Dear Freedom of Information Team,

I fairly obviously mean the sheets of paper on which people sign the recall petition. I fail to see how this phrase was remotely ambiguous.

See regulation 10 of the Recall of MPs Act 2015 (Recall Petition) Regulations 2016: "The signature of a person entitled to sign the petition who wishes to do so must be made on a petition signing sheet in accordance with these Regulations ('the signing sheet')."

Your request for information, with reference number CRN1905698663 has
now been considered and the information requested is given below.

Information Request: 

Please provide me with an electronic PDF copy of the proof for the
signing papers (both sides) used in the recent recall petition.

        

Our Response: 

The information requested is not held by Peterborough City Council
under section 1(1)(a) of the FOIA as under section 3(2)(a) the
information is only held on behalf of another person, that being the
appointed Petition Officer. The Petition Officer is appointed under
the Recall of MPs Act 2015 and is a separate appointment to the role
of a local government officer. As such the information is held by the
council solely on behalf of the Petition Officer who, as with the
role of Returning Officer for example, is not named as a public
authority in Schedule 1 of the Act.

However, we do appreciate there is public interest in the recall
petition process and whilst we are not supplying the proofs, a sample
signing sheet has previously been made public as part of the process.
We have attached this to the response for your information.  On the
reverse of all sheets, it stated "Petition to Remove the MP for
Peterborough", a petition slip number, unique identifying number and
the dates between which the recall petition was open. For postal
signing sheets issued, the reverse of the signing sheet also included
the elector number as required.
