Reassuring the Financial Markets

Dear Prime Minister’s Office,

Records show that back on 9 sept 2017 the Prime Minister’s Office was asked the simple question “On how many occasions has the Northern Ireland Civil Service not supported the decision of its own Reporting Officer in a Performance Related Pay negotiation?”

The Cabinet Office replied that it did not know. I now write to enquire please, again as FOI Query, if it has since made any efforts to find out? Has either the Prime Minister’s Office, or the Cabinet Office made any effort to reassure Markets that NICS is now of investment grade, now meeting the normal, civilised, business standard of being prepared to accept independent forensic testing of its records?

The thing is you see that during the intervening 6 month period the value of the NICS Outsourcer, Capita, has collapsed by over three quarters. Markets are speaking, Capita is failing. The rate of collapse is picking up, with Capita having lost over two thirds of its value in the last quarter. Almost 12 % has been lost in the last week alone. Such losses are felt by many to be unsustainable.

Many factors are probably involved, no one is pre judging, endless Inquires will tell, but the thing is that Organisations (NICS) whose own appointed agent (ie the Reporting Officer involved) openly describe as behaving indefensibly are, unless they can forensically demonstrate otherwise, inevitably and invariably assumed by Markets to be uncivilised, unviable entities, unsuitable business partners, simply not of investment grade. This invariably is the working hypothesis in such sorry situations,

I really hate to have to say these things but there is no simple way of putting them. I think we all know, the fact is, that when Markets speak we all have to listen.

I think we all know we have to forensically convince Markets that their assumptions are wrong, if Companies, jobs and reputations are to be saved.

Please advise, then, as FOI Query, if a date has yet been set for the introduction of forensic testing to NICS? That really could make such a difference to how NICS is viewed by its own staff, by the international business community, and by Markets alike.

A simple step, like the introduction of forensic testing, really could do a lot to reassure Markets that the UK plc was a safe, modern, viable investment destination.

Immediately a date has been set for the introduction of Forensic Testing, it really is important that everybody is kept in the picture. Communication is everything.

Dear Prime Minister’s Office,
We can’t help but notice, it has been explained to me and to my wife in writing, often enough, that as an Officially Ostracised Person (OOP), my Human Rights to, inter alia, Equality and to Freedom of Speech have been, in perpetuity, withdrawn. So too has the right of our children to enjoy family life at Christmas Parties or Carol Services in peace and free from bullying, harassment and exploitation.
In reviewing official Cabinet Office /Executive Office/ Prime Minister’s Office treatment of my What Do They Know requests, the vast majority of which are either ignored or declared invalid, it will be obvious to all that my Right to Freedom of Information has, in practice, been withdrawn too. My wife’s Rights in this regard remain unclear at present. Perhaps you would please clarify.
Things are as they are. Psychiatrists and psychologists worldwide are agreed that acceptance of this simple fact is everywhere the key to peace of mind and good mental health.
In the circumstances, to avoid wasted time and paperwork, and to help tidy up the excellent What Do They Know website, which is becoming a little clogged, do please regard this Request as withdrawn for the moment.
Immediately, perhaps in response to Investor pressure, Brexit considerations or whatever, Cabinet Office /Executive Office/ Prime Minister’s Office views on Equality and Human Rights change, do please let us all know. Rest assured, such announcement will be very welcome, greatly appreciated by all.
